General Objective:
ADPP is looking for an experienced person to fill the position of Monitoring & Evaluation Advisor for the Nutrition Department at the Ministry of Health, to work Full time on the implementation of the Transform Nutrition Project where the Monitoring & Evaluation Advisor will report to the Director of Monitoring and Evaluation of the project and Head of the Nutrition Department at the Ministry of Health.
Responsibilities:
Map all Nutrition indicators;
Develop Standard Operating Procedure of the Nutrition Interventions Package (NIP) indicators;
Generate monthly feedback to Provinces showing achievement of annual targets and completeness of data in terms of organizational units;
Monitor progress on NIP performance indicators and alert the Department of Nutrition;
Provide timely and complete data for the production of Department of Nutrition reports
Provide technical assistance to Provincial Health Directorates in aggregation and analysis of all data
Establish a functional feedback system that can serve as an alert at all levels (Nutrition Department and DPS);
Produce lists containing the main data gaps and ensure that Provincial Directorates can make corrections;
Provide technical assistance in the revision of NIP targets and data collection tools;
Participate in technical groups and provide information whenever necessary;
Develop data quality assessment protocol and organize visits to verify data quality, with the participation of technicians from the Nutrition Department at various levels;
Develop data quality assessment reports and present to the Nutrition Department
Identify the main data quality problems and propose solutions for each case
To participate in the planning exercise of the Nutrition Department; e,
Monitor the implementation of the PES actions in the Nutrition Department;
Support the Transform Nutrition Project Monitoring & Evaluation team in developing and updating the dashboards in the Project Data Management and Analysis platform;
Generate listings in the Transform Nutrition Data Management and Analysis platform and develop Excel spreadsheets that allow longitudinal data analysis;
Provide training in the use of the Transform Nutrition Data Analysis Platform at various levels;
Perform data analysis for decision making and make presentation to Transform Nutrition technical team, Nutrition Department and other stakeholders.

Requirements
Minimum of 3 years of experience in the field of Monitoring & Evaluation;
Have completed university degree in Computer Science, Computer Engineering, Statistics, Economics, Management or other related fields;
Ability to work with logical functions of Excel and other programs of the Microsoft Office family;
Ability to work with tracker capture, capture and data entry type programs of DHIS2;
Ability to use data analysis applications in DHIS2;
Skills in working with Geographic Information System;
Solid knowledge of complex data management and analysis;
Experience in monitoring and evaluation of Nutrition programs is an advantage;
Skills in presenting data for decision making to various types of audience;
Excellent communication skills in English and Portuguese is an advantage.
