Job Title:  Procurement Manager

Position Objective

To ensure that Pathfinder International Mozambique obtains effective and efficient procurement support to meet its objectives.

Key Responsibilities

Ensures procurement processes comply with Pathfinder policy and procedures, leading by example, educating partners and escalating issues appropriately when necessary;
Manages the database of pre-qualified suppliers as well as day-to-day activity in the procurement application, which includes but is not limited to procurement approvals, requisition assignments to the procurement team based on location and portfolio;
In collaboration with Project Directors, develops and manages Pathfinder’s procurement plan;
In collaboration with the procurement team and implements supplier due diligence policies and procedures;
Identifies and proposes the composition of the procurement process evaluation committee members, across all provinces, as well as their regular rotation;
Manages all procurement and ensures compliance with Pathfinder policy and donor regulations, including solicitation of quotes/proposals, negotiation of fees, review of proposals and selection of suppliers, ensuring supplier verification, and preparation of supplier contracts;
Manages procurement team training to improve understanding of procurement processes and procedures. Identifies gaps in understanding of procurement policy and procedures, compliance with donor requirements, roles, responsibilities and internal controls;
Performs any other task assigned by supervisor.
Basic Requirements

Degree level, in Business Management or Accounting is an advantage;
Proven professional experience in purchasing, finance or facilities management;
Fluent Portuguese and English (written and spoken);
Experience with purchasing goods and services, computer hardware and software, material equipment, services and/or supplies would be helpful;
Knowledge of MS Office applications and Internet skills are helpful;
Strong interpersonal and verbal/written communication skills would also be helpful;
Advanced knowledge of MS Excel, PowerPoint, Word and Outlook. Advanced knowledge of in application procurement.
Other Qualifications

Experience in non-profit organizations, government or commercial accounting with an emphasis on procurement.
Certification with an internationally recognized institute like Chartered Institute of Purchase & Supplies (CIPS) etc.
