Purpose of the Position

The District Coordinator reports to the Programme Manager and has the responsibility in implementing the projects at the district level. The DC coordinates with different stakeholders (project implementing partners and SDSMAS) to prioritize, decide and implement the activities to achieve the envisaged targets, also reports on monthly and quarterly activities. It is responsible for providing technical assistance and supporting project management and liaison with the project community network. The DC works closely with the Programme Manager/Provincial Coordinator and other members of the SDSMAS team and counterpart in addition to providing direct support to the US level and the community network in implementing project strategies and activities. The programmatic component addresses issues around reproductive health including Adolescent and Youth Reproductive Health (AYSRH), and informed choice of contraceptive methods. The D.C. will coordinate in close coordination with his team, all actions related to the implementation of the project in the district he coordinates. Particular attention should be paid to (1) increasing access to contraceptive services for adolescents (from menarche to <18 years) through strengthening the “community – US” continuum, the qualification of health providers to serve adolescents at all gateways and in SAAJs services and, implementation of the Mobile Brigades programme (2) to increase Postpartum Family Planning (PPPP) counselling at community level taking advantage of the period of pregnancy and the presence of the couple at the level of the Antenatal Consultation – in couple wherever possible (3) to increase counselling and service provision for different groups including women in Post Abortion Care.

Main Responsibilities

Coordinates and schedules the district team and technical assistance for the districts under his responsibility;
Coordinates the district team in the implementation of the activities;
Plans, prioritizes and implements the activities at district level with the different consortium partners (Nweti, Abt, PSI, Muleide, Nafeza, Coalition and SDSMAS) and supports their field agents technically as needed;
Within this context, he/she also reports to the different technical components managers at the provincial level (FP health systems strengthening; FP demand generation and FP quality of clinical services improvement);
Regularly travels to the implementation sites (Communities and Health Units of the districts under his responsibility) as scheduled to implement and monitor the execution of activities;
Ensures that FP activities are integrated into the health facilities plans and the SDSMAS health plan;
Support regular data collection with the project team and implementing partners;
Prepares monthly, quarterly and annual activity reports to the Provincial project coordinator and the partner SDSMAS (using the MOH tool);
Produces and Analyses data to inform partners and other stakeholders for decision making;
Supports the identification and documentation of Good Practices;
Provides technical assistance to programme teams and partner organisations;
Improves the quality of services through professional training and other opportunities and assists project officers to do so;
Performs other tasks as assigned
Performs other tasks as assigned by the Programme Manager, Provincial Coordinator and Technical Director;
Reports to the Programme Manager;
Basic Requirements

Higher Level in social sciences or health sciences;
Minimum of 5 years of experience, progressively responsible in project coordination, in particular reproductive health projects is required;
Experience in project management;
Excellent verbal / written communication skills;
Fluency in spoken and written Portuguese;
Fluency in spoken local language is an advantage;
Intermediate English is required;
Knowledge in using software packages such as Word, Excel, PowerPoint
Ability to develop teamwork and maintain working relationships with government, non-governmental agencies and other cooperation partners at the local level.
