OBJECTIVE OF THE POSITION

Ayuda en Acción (AeA) in partnership with Elj (Espaço Livre da Juventude), intends to hire a Project Officer for the implementation of the Improving Access to Economic Opportunities Project in response to a call launched by UNOPS for the Inclusive Economic Strengthening package as part of the Northern Crisis Recovery Project (NCRP), Component 2: Provision of livelihoods and economic opportunities for internally displaced people and communities.

The Overall Project Objective is to improve the livelihoods of internally displaced and host communities in Cabo Delgado through income generation, with special focus on youth, women and vulnerable groups and the Specific Objective is to increase and strengthen the capacities of IDPs and host communities to improve access to employment, self-employment and income generation:

The Project Officer will be based in Pemba, Cabo Delgado at the Ayuda en Acción National office and will be part of the team that has the responsibility to implement the project in 5 districts of Cabo Delgado (Ancuabe, Balama, Montepuez, Mecufi and Namuno).

MAIN RESPONSIBILITIES AND FUNCTIONS

  • Support the project Coordinator in the elaboration of the project operational plans;
  • Implement the approved program and plans (including targets) in partnership with other Consortium member;
  • Participate in the preparation of purchase orders for materials and goods required for the implementation of the project;
  • Provide advice on aspects that may have an impact on the achievement of the Project results;
  • Assist in the design of specific tools and monitoring plans to measure the progress of the project;
  • Participate in monitoring project activities, results and achievement of project goals through visits to the implementation districts, meetings with partners and data collection and analysis;
  • Prepare activity reports and data analysis on a regular basis based on requests received;
    Provide regular reports/updates to the Project
  • Coordinator on activities undertaken;
  • Collaborate in the preparation of institutional and technical briefings reviewing the quality and coherence of plans and budgets, as well as interim or final project reports;
  • Draw up the narrative, interim and final reports (in collaboration with the National Office team and Ayuda en Acción headquarters) to send to the Donor according to the agreed procedures and frequency;
  • Perform any other task requested and required within the framework of the project implementation.

Requirements
KNOWLEDGE AND EXPERIENCE

  • A minimum of a University Degree preferably in Rural Development, Economics, Social studies, Agriculture;
  • About 3-5 years of experience working in capacity building of communities, particularly youth and women;
  • Knowledge/ experience of working with resettled communities in life skills and or vocational training;
  • Experience working with International NGOs as well as UN Agencies.

SKILLS AND COMPETENCIES

  • Strong interpersonal verbal and written communication skills;
  • Strong communication skills both in Portuguese and English (spoken and written);
  • Excellent computer skills (Office and Outlook essential);
    Availability to travel to rural areas;
  • Knowledge and skills to work with Microsoft Office (Word, Excel, Outlook and PowerPoint);
    Mozambican Nationality;

CONDITIONS OF THE OFFER

  • Immediate incorporation, after confirmation of funds by the Donor;
  • Work place: Montepuez, Cabo Delgado with travel to the 5 districts of the Project;
  • Remuneration in accordance with the salary policies of Ayuda en Acción;
    Fixed term contract.
