Job Title: Livelihood and Food Security Specialist

Short Description/ Purpose of Job

The purpose of the LFS Specialist is technical development of  Livelihood and Food Security with a particular focus on economic Inclusion strategic direction and quality assurance. The Specialist is responsible for mentoring, training, capacity building staff, programme development and coordination of all LFS staff and programming. Specialist should contribute to integrated programming in the Mozambique Country, in the Northern Region Mozambique. This position has a three-pronged approach:

1. Meeting Basic Needs: ensure access to adequate food related resources for people to meet their dietary needs.

2. Early Recovery Livelihoods Protection: Support restoration and protect affected people to prevent the erosion of their assets to minimize negative coping strategies and increase their resilience.

3. Durable Solutions: Support the development and capacities of affected people to achieve lasting economic inclusion.

General Responsibilities;

  1. Develop the LFS Core Competency (CC) strategy, technical SOPs / guidelines, and Macro Log-frames
  2. Compliance with and adherence to NRC policies, guidance and procedures;
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports;
  4. Identify trends technical standards and donor priorities;
  5. Follow up on compliance with contractual commitments within Livelihood and economic inclusion, ensure high technical quality and synergies in project implementation

Specific Responsibilities;

  • Contribute and lead the expansion and development of the LFS country strategy and further develop the initial LFS Response and Mozambique strategy.
  • Develop and implement strategies and approaches based on a holistic view that includes:
    • People centred approach and collaborative: Ensure that all interventions are based on a peoples-based approach principles. Seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and specialized agencies.
    • Market and food systems approach: Green economy, value addition. Promotion of improved food production and processing (value chain), market-based approach/program (economic inclusion), School gardening, Asset creation (start-ups)
    • Sustainability: Promote sustainable approaches in both livelihoods and food security activities.
  • Enhance ongoing livelihoods and economic inclusion programming through evidence-based and market-driven approaches to improve economic inclusion outcomes following a “do-no-harm approach” in line with the overall NRC strategy at country and regional level.
  • Improve the enabling environment for IDPs to work including through advocacy on the right to work as well as access to economic opportunities and services.
  • Facilitate the implementation of specified project development plans, providing overall partnership and technical support in the conceptualisation, design, planning, budgeting, and implementation.
  • Ensure job creation, Green skills, financial inclusion, and improved livelihoods through training marginalized and vulnerable Youth and women (including people with disability) in green skills.

Professional Competencies 

  • Minimum first level university degree/Bachelor’s Degree in relevant and related field.
  • Minimum 6 years of experience within Livelihood, Food Security, Economic inclusion, Cash & Markets programming in a humanitarian/ recovery context in added benefits.
  • Fluency in Portuguese and English, both written and spoken highly desirable.
  • Effective communicator and trainer.
  • Highly experienced in programme management associated to natural resource protection and socio-economic recovery, particularly relating to integrated natural resource management and Innovation, financial inclusion and employment support including apprenticeship schemes
  • Strong capacity in leading proposal development

Context/Specific Skills, Knowledge/ Experience:

  • Experience and understanding of specific context of Mozambique and/or Cabo Delgado.
  • Experience in establishing and strengthening Micro, Small and Medium Enterprises (MSMEs), assessing and analysing market-based livelihood options.
  • Experience in supporting or working with formal and informal financial institutions (saving group) as well as employment sector.
  • Experience in delivering trainings ideally to MSMEs in business set-up financial literacy or other similar

Additional Details:

Duty Station: Pemba, Mozambique

Type of Contract: 12 Months renewable based on funding, performance, and the need for position

Salary: Based upon the NRC grading Scale

Travel: 30%

Language: Fluency in English.
