Key Responsibilities:

Purpose and Job Context:

The Global Fund Provincial Finance Officer is responsible for supporting the Provincial Finance Manager in the daily activities of the Finance Department and is specifically tasked with training his/her direct subordinates (The Provincial Cashier) in his/her the responsibilities. He/she is also expected to provide technical support in the computerized environment in which finance functions operate, with particular reference to Sun systems. Conduct all financial activities in line with WVI policies, Generally Accepted Accounting Standards, International Accounting and Financial Reporting Standards so as to enhance optimal resource utilization that will directly contribute towards the attainment of CWBO.

The key responsibilities include and not limited to:

Financial Planning and Management

  • Assist the Finance Manager in the cash flows, forecasting and funding processes for the provincial office;
  • Assist the Finance Manager in financial capacity assessment of the potential partners either where financial partnering is to be done or where sub grantees are to be used for grant funded projects; participate in partner selection processes;
  • Support the Finance Manager (FM) in ensuring that planning is carried out on a weekly, monthly and quarterly basis;
  • Assist the FM in ensuring that the cash targets are being met on a monthly basis.
  • Making payments of per diems and other allowances according to WV and Government policies as applicable.

Financial Accountability & Reporting

  • Review financial transactions to ensure that they conform to prescribed standards and are properly allocated;
  • Review the detailed ledger and that all the expenses belong to the project to ensure accurate financial reporting;
  • Conduct correct codification respecting the ceiling budget for the province;
  • Enter and process the provincial financial information in Sun Systems in a timely, accurate and complete manner;
  • Lead any corrective action on financial non-compliance in provincial office and verify corrective action is undertaken within the project to ensure that there are no longer outstanding items on the balance sheet (e.g. Advances, losses, misallocations);
  • Perform bank Reconciliation statements for all Provincial bank accounts and ensure that there are no long `outstanding items; and
  • Perform balance sheet reconciliations for all relevant accounts within the province in conjunction with the district coordinators.

Risk Management & Control

  • Assist the FM in ensuring the effective and efficient operations of basic and sound internal controls across the province so as to help ensure that there are no significant audit results at the project level;
  • Conduct field visits and reviews to ensure that resource utilization is in conformity with the organizational and donor policies and regulations;
  • Assist the FM in implementing the finance related audit recommendations applicable at the provincial level and ensure that district and grant project staff implement all the audit recommendations within the time stipulated by the standards and NO timelines; and
  • Conduct supervision of SRs and produce the respective report within the agreed timelines.
  • Ensure that all files and documents are maintained safely and easily retrieved when needed for any reviews.

Capacity Building

  • Assist the FM in assessing capacity gaps and training needs for all provincial, district project levels, working in collaboration with the P&C team;
  • Assist the Finance Manager in financial training for Finance and non-finance staff in the province, and assist Districts where needed – based on approved plans, budgets and needs.
  • Assist the FM in conducting the orientation/induction of new staff in the accounting and financial management of WVMoz.

Leadership & Management

  • Provide technical guidance to Provincial Cashier at all levels in the implementation of various financial policies to ensure compliance to internal policies and standards; and

Other

  • Communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that is an example to others.
  • Attend weekly devotions
  • Be available for other assignments not listed above but related to the project and her/his position.
