Short Description/ Purpose of Job

The main objective of this position will be focused on creating, updating and implementing planning, monitoring and evaluation frameworks and mechanisms in order to track and report on the progress of each of BRILHO and GeraSol’s intervention areas/components.

Key Responsibilities:

Develop and continuously improve the gender-sensitive framework, systems and tools applied to BRILHO’s Monitoring, Learning and Evaluation, both at programme and stakeholder level;
Support the implementation of the M&E strategy with the overall objective of strengthening the programme’s capacities for high-quality monitoring and learning to facilitate strategic and programmatic decision-making;
Carry out data collection, including site visits where appropriate, provide or facilitate necessary training and carry out quality checks;
Carry out verification of outcome data through telephone calls, site visits and other methods;
Support or coordinate, where necessary, mid-term, final and annual evaluations at the BRILHO and GeraSol programme levels;
Continuously keeping the M&E and Management platforms, databases and dashboards up to date;
Ensure the quality of data collection in all processes;
Supporting team members and partners in ensuring the facilitation of knowledge building, sharing and the organisation of critical learning events, with the aim of providing the team with critical information that enables them to make decisions regarding their respective components and the programme as a whole; and
Support the various components of the BRILHO and GerSol programmes in carrying out research efforts and supporting analytical products related to sustainable energy supply and use, and youth skills and employment, including market assessments, policy and programme analyses, emerging lessons and good practices, etc.
Providing the Sector Leader and Programme Manager with the management information he/she may need.

Qualifications
Key Requirements:

Level of proficiency equivalent to a Bachelor’s degree in a field relevant to Planning, Monitoring and Learning;
Minimum of 5 years’ professional experience in the field;
Knowledge of M&E approaches, systems, tools and best practices;
Experience/understanding of the renewable energy sector, market-based solutions, poverty and social impact, and employment generation programmes;
High professional integrity and good business judgement;
Ability to think independently, analyse problems and identify solutions;
High degree of initiative, flexibility, reliability, discretion and willingness to learn;
Willingness to travel; and
Fluency in English (reading, speaking, writing and comprehension).
