Short Description/ Purpose of Job

The National Expert in Forestry and Wood Processing Sector Expert will coordinate the implementation, monitoring and reporting of forestry/wood processing sector project activities. S/he will also support the ongoing design and improvement of market systems development interventions in the forestry/wood processing sector. S/he will work closely with the project team to ensure the project delivers equitable, inclusive, and green economic growth and development.

Key Responsibilities:


1.    Support the Chief Technical Adviser (CTA), the Market System Development (MSD) expert, and the Employment policy technical officer to design market systems development interventions based on the findings of the sectoral market systems assessment and contribute to coordinating and quality checking the work of consultants hired during the project. 
2.    Engage with relevant national and local stakeholders, including public and private sector actors, including regular liaison and visits to project partners (private and public) in project locations (Beira and Nacala corridors). 
3.    Lead all interventions on forestry and wood processing in both project locations (Beira and Nacala corridors) and support and guide the construction sector expert in the implementation of forestry and wood processing interventions.
4.    Develop and guide intervention scale-up strategies in the forestry and wood processing sector to support further mainstreaming the piloted market systems development interventions or the crowding-in of other actors to replicate pilots. 
5.    Support the results measurement and monitoring and evaluation officer in the development and operationalisation, and regular update of the monitoring and results measurement (MRM) system, with particular emphasis on the design of business models, results chains, and appropriate indicators in the forestry/wood processing sector.  
6.    Prepare inputs for reports and presentations to inform project management, donors, and stakeholders about the progress and results on wood processing activities. This includes presenting information on improvement areas and coordinating changes in programming in line with the MSD approach. 
7.    Serve as the primary technical resource and advisor on forestry and wood processing both internally and externally. Stay up to date with the latest developments, trends, and innovations in forestry and wood processing sector, including but not limited to environmentally friendly and locally sourced materials, new equipment and technologies, and sustainable forest management practices, as well as trends related to labour issues in the sector.
8.    Facilitate the organisation of workshops, trainings and events and support the adaptation of existing ILO training materials to the local context and objectives of the project, including strategic gender needs.    
9.    Invest in personal upskilling in the market systems development approach by completing MSD onboarding activities, participating in internal and external training, events, and peer learning exchanges, such as the ILO’s MSD Hub or regional exchanges with other ILO projects.  
10.    Perform any other duties as requested by the Supervisor.

Required qualifications

 

Education

First level university degree in forestry, environmental science, business, economics, international development, or another relevant technical field.

Experience

 Minimum of three years of experience in forestry, especially wood processing and manufacturing, in the private, public or development sectors.
•    Experience working for a market systems development, a private sector development programme, or in the private sector will be an advantage. 
•    Experience in multi-stakeholder activities with the public and private sector, and knowledge and experience on labour-related issues will be an advantage
 

Languages

Excellent command of English and working knowledge of Portuguese is required.
•    Knowledge of a local language would be an advantage.

Competencies

•    Knowledge of market systems development approaches.

•    Technical knowledge on forestry governance, forest certification systems and wood manufacturing processes,   
•    Research and analytical skills, with the ability to develop and implement innovative solutions to complex challenges.
•    Good ability to interpret project information and to identify and analyze problems with implementation.
•    Ability to train and guide personnel.
•    Ability to maintain good working relationships with all project stakeholders.
•    Ability to establish and maintain systems within project operations.
•    Good drafting skills 
•    Ability to communicate effectively both orally and in writing and ability to clarify information.
•    Ability to conduct action-oriented research and write analytical technical reports, in English and
•    Portuguese.
•    Demonstrate collaborative and teamwork experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative.
•    Ability to work independently, quickly, precisely, and take initiative and responsibility.
•    Ability to work under time pressure and meet deadlines.
•    Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office.
•    Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
•    Political awareness and understanding of socio-economic factors. 
•    Ability to respond to developments in and relevant to the project with flexibility and adapt project activities and procedures as required.

 

 


Assessed candidates who will be considered as appointable but not selected for this position can also be offered to be assigned on another temporary position at the same or at a lower grade provided that said candidates possesses the minimum qualifications for this position.
