Short Description/ Purpose of Job

As a member of the Programme Development and Quality (PDQ) team, the Gender and GBV Coordinator will play a crucial role in promoting the rights and well-being of child survivors of GBV in Cabo Delgado province, contributing to broader child protection and empowerment efforts in the region through integrated Child Protection and Education programmes that are supported and/or led by Save the Children in Mozambique (SCIMOZ) and partners.
He/she will lead the implementation of programmes aimed at addressing gender inequalities that impact on girls’ and boys’ chances of accessing and retaining in school, as well as the unique needs of child survivors of GBV. Using integrated child protection and education programming in the project sites, the gender focal point will be responsible for working with community structures (community leaders, matrons, parents/carers, religious leaders and other influential people) and the formal multi-sectoral sector to raise boys’ and girls’ participation in decision-making, develop their skills and empower them to actively make positive choices.
The main objective of this role is also to provide comprehensive support to the main thematic areas of the project, ensuring gender-sensitive and transformative actions in the field of education, protection, water and sanitation and advocacy for the rights of children suffering from barriers and violence, ensuring that their rights are respected and that their well-being is prioritised. It will work closely with local partners, stakeholders and communities to strengthen their capacities to implement preventive measures and respond to gender-based violence. Special attention will be paid to preventing and assisting child survivors of sexual violence, including those at risk and victims of early and forced marriages and unions in conflict-affected areas, in collaboration with child protection teams and key services. In addition, this post will ensure the full application of humanitarian principles in rapid response, as well as the promotion of gender equality throughout the programme cycle.
In the event of a major humanitarian emergency, the post holder will be expected to work outside the normal job profile and have the possibility to vary working hours accordingly.

Qualifications and Skills

Qualifications.

  • Minimum bachelor’s degree in Social Work, Psychology, Public Health, International Development or related field. Master’s level is an advantage.
  • Specialisation or training in GBV prevention and response is also an added advantage.

Experience and Skills.

Essential

  • At least 4 years of professional experience in GBV prevention and response or related areas.
  • Experience working with children and adolescents, especially survivors of GBV, in humanitarian or development contexts is preferred.
  • Strong understanding of children’s rights, gender equality and GBV issues, particularly in the context of humanitarian crises.
  • Proven knowledge and skills in gender mainstreaming in programme design, management, monitoring and evaluation, including the application of SPHERE and IASC standards on humanitarian and development issues.
  • Experience in assessment, gender analysis, programme development and evaluation. Familiarity with UN resolutions on gender in emergencies.
  • Proven skills and experience in capacity building and the design and delivery of training activities in multi-country contexts, with high intercultural sensitivity.
  • Proven ability to manage workflows, balance competing priorities and work effectively in a small, diverse, remote and busy team environment.
  • Field experience in an emergency response context, preferably in an international NGO.
  • Representational skills, including experience in developing networks and relationships with government, civil society and other stakeholders.
  • Proven experience in programme management, including planning, implementation, monitoring and evaluation.
  • Experience in data analysis and reporting, with the ability to compile and communicate results effectively to inform decision-making and programme improvement.
  • Proven ability to provide psychosocial support and case management services to vulnerable populations, preferably child survivors of GBV.
    • Demonstrated ability to design and deliver training sessions on child protection, GBV prevention and survivor-centred approaches.
    • Dedication to promoting the rights and well-being of children, with a strong ethical stance against GBV and exploitation.
    • Proven ability to advocate for the rights of vulnerable populations, especially child survivors of GBV, at local, provincial and national levels.
    • Strong networking skills, with the ability to promote collaboration and coordination between diverse actors, including government agencies, UN agencies, GBV AoR, I/NGOs to strengthen the referral support system for survivors.
    • Excellent written and oral communication skills in Portuguese and English; proficiency in any local language spoken in Cabo Delgado is highly desirable.
    • Ability to work under pressure and willingness to work flexible hours in the event of major emergencies.
    • Excellent communication skills in English and Portuguese, with the ability to interact effectively with various stakeholders, including government authorities, NGOs and community members, taking into account cultural and linguistic difficulties.

    Desirable

    • Experience of working in emergency environments or with populations affected by conflict and displacement.
    • Knowledge of culturally appropriate and context-specific GBV interventions.
