SNV is implementing support for the PRONASAR programme from various donors, with the aim of supporting the Government of Mozambique to improve the quality of WASH services in Rural Areas through PRONASAR, in a continuous process of building the capacity of government agencies responsible for implementing the programme at central, provincial and district level.

The main objective of this position will be to strengthen the Programme’s Monitoring and Evaluation system. Focusing on the establishment and quality assurance of the PRONASAR support project, the facilitation of the learning framework at project level and the development of the capacity of the existing Monitoring and Evaluation team. With responsibility for training M&E Consultants and project staff and providing MEL data and reports to the Programme in accordance with donor and government reporting schedules.

Job Description

Key Responsibilities:

  • Improve the Programme’s MEL system with guidance from the Country MEL Manager and Programme Manager, taking the lead on initiation, implementation and continuous improvement;
  • Support the project team in developing effective Theories of Change and Logical Frameworks;
  • Establish a process to effectively communicate the impact of PRONASAR programme support to government, donors, as well as internal SNV colleagues, through data, dashboards and other means;
  • Guide the project team in the development of M&E plans, including the development of surveys for data collection;
  • Provide support to project teams on how to access and work with the existing M&E platform. Including user management, setting up projects on the platform, troubleshooting, creating awareness and training (webinars), supporting the project team with data queries, support with account and contract management;
  • Collect, consolidate and analyse impact results at project level in coordination with the MEL Manager and Programme Manager;
  • With the support of project managers, ensure that internal reports from Programme and SNV donors are delivered on time and in relation to Programme and SNV indicators.
  • Facilitate the design and implementation of planning, monitoring and evaluation capacity building initiatives at Programme level to improve the Programme’s M&E systems;
  • Support relevant country MEL processes as required.

Qualifications

Key Requirements:

  • Proficiency level equivalent to a Master’s degree in a relevant field, with a minimum of 5 years’ experience in Monitoring, Evaluation and Learning in the development sector, consultancy firm, research institute and/or companies with experience of working in a developing country context;
  • Solid knowledge of Monitoring, Evaluation and Learning (MEL), including quantitative and qualitative methodologies;
  • Strong understanding and experience in facilitating the development and review of theory of change and in developing and utilising high-level results frameworks;
  • Solid experience in the successful creation of new systems and processes related to MEL;
  • Demonstrated knowledge and experience in the use of MEL tools such as Power BI, LogAlto, Kobo, etc;
  • Demonstrated experience in conducting and quality assuring evaluations and/or assessments that include primary data collection;
  • Strong communication and influencing skills, with practical experience in conducting collaborative processes.
  • Teamwork, strong interpersonal skills, used to working in multicultural environments;
  • Oral and written proficiency in Portuguese and English;
  • Availability for constant travelling.
