ORGANIZATIONAL CONTEXT:


Mozambique is classified as one of the countries in the world most affected by extreme weather events. Since 2007, eleven Tropical Cyclones have hit Mozambique, and the global climate crisis is driving more frequent and intense floods, storms, and droughts. In Mozambique, the 2023/24 rainy season commenced under the influence of El Niño which predominantly manifested in persistent dryness, with many areas receiving less than half of their typical rainfall’s quantity. 2.7 million people were already food insecure in areas that have been impacted by severe drought conditions during the 2023/24 rainy and agricultural season. These people will likely see their food insecurity situation deteriorate and fall into severe and emergency food insecurity.  

 
JOB PURPOSE:

 

To provide support to nutrition programmes and activities in humanitarian contexts to contribute to meeting the nutritional needs of affected populations.

Qualifications and Skills

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

 

1. Act as a manager of WFP’s nutrition response in emergencies:
• Provide technical and operational support throughout all stages of programming processes by executing and administering a variety of technical program transactions; preparing materials and documentations, and complying with organizational processes and management systems, to support program planning, results-based planning, and monitoring and evaluation of results, including the support to start-up/scale-up of WFP’ emergency nutrition responses.
• Liaise with other functional areas within WFP (within program, with supply chain, finance/admin, logistics cluster etc.) to support a coordinated and timely response.
• Propose solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision-making for resolution including issues related to program implementation, finance, communication and any other managerial aspect.
• Prepare performance reports of WFP nutrition emergency response programs, and Report and advise whenever possible on critical issues, bottlenecks and potential problems for timely action to achieve results.
• Provide support to strengthen the capacity of WFP staff and key partners involved in the nutrition response to ensure quality program implementation, including facilitating the development or adaptation of training and guidance materials and by providing training and mentoring as needed.
• Participate in nutrition emergency programs’ monitoring and evaluation exercises, including facilitating program reviews with the government and other counterparts to assess progress and report on required action and interventions at the higher level of program management.

 

2. Support the nutrition emergency response in terms of programs design, development and planning, including mainstreaming nutrition within other humanitarian efforts, particularly within WFP emergency programming:
• Based on the assessment of the situation and nutritional risks, propose new interventions to protect the nutrition situation, with special focus on those most vulnerable. Provide technical support to the resource mobilization efforts aiming at strengthening WFP Nutrition Emergency Response.
• Coordinate the overall planning and implementation of WFP nutrition-emergency response programs and activities, including support the integration of nutrition-emergency activities within the humanitarian plans aiming at responding to specific shocks / emergencies.
• Engage with Nutrition Cluster or equivalent coordination mechanism, working closely with government and other humanitarian partners to develop strategies and implement coordinated/multi-sectoral responses. Whenever needed, liaise with Food Security Cluster to ensure that assessments and nutrition and food security responses are aligned and well-coordinated and advocate for collaborations with Health and WASH clusters.
• Participate proactively the Ministry of Health’ working groups and the Humanitarian Country Team representing WFP and with a view of harmonizing WFP’s emergency response with that of other humanitarian actors. Whenever needed and in representation of WFP Mozambique, provide technical support to the Government of Mozambique and other stakeholders to mainstream nutrition within humanitarian response efforts.
• Collaborate with nutrition colleagues, more broadly, to ensure emergency nutrition activities are consistent with country strategic direction, and strive toward integration with other sectors and smooth transition from emergency to development.
• Ensures that WFP’s nutrition emergency response is HIV-sensitive and support other WFP emergency response to be HIV-sensitive.


3.Support WFP RAM tasks related to nutrition emergency response:
• Support to and advocate for nutrition assessments in collaboration with government partners, UN agencies, NGOs and other nutrition actors and in coordination with WFP’s Vulnerability analysis and mapping (VAM) team. Identify joint assessment opportunities when applicable. Whenever needed, support WFP Field Offices (FO’s) with data collection and analysis related to nutrition information, in liaison with the CO RAM unit.
• Whenever needed, support the integration of nutrition indicators into humanitarian assessments (joint with other agencies and internally), especially those related to nutrition security.
• Support new/ongoing nutrition assessments on their design, planning and implementation, aiming to strengthen the humanitarian response with sufficient and timely data.

Conduct regular program supervision visits and collaborate closely with other units, partners and stakeholders to assess response progress and provide technical support.
• Work closely with the RAM unit to identify the design and implementation of specific M&E tools and products to track, document and disseminate nutrition response activities, lessons learned and outcomes, aiming to build the capacity of WFP staff, Government counterparts, implementing partners and other stakeholders.


4. Networking and partnership building:
• Build and maintain effective and close working partnerships with stakeholders such us Government counterparts, implementing partners, other WFP units, donors, and any other stakeholders by sharing of information and knowledge to facilitate nutrition emergency programs implementation, resource mobilization to expand WFP nutrition-emergency programs as needed.
• Build capacity of WFP cooperating partners to achieve program goals.


5. Performing any other relevant duties as requested by WFP CO/Nutrition and HIV unit.

 

QUALIFICATIONS AND EXPERIENCE:


Education: Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or other relevant field.

Experience: At least one (1) year of postgraduate professional experience.

Language: Fluency (level C) in both oral and written communication in Portuguese and English.

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

 

– Has actively supported and been engaged in medium to large scale emergency operations.
– Has taken an active role in negotiations with government officials and implementing partners, on different issues.
– Has gained substantial experience in humanitarian operations roles as nutrition officer / assistance or associate.
– Has demonstrated leadership capacity in emergencies and/or hardship duty stations.
– Has effectively working in multi-cultural teams.
– Has experience working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, U.N. agencies, civil society, etc.

 

TERMS AND CONDITIONS:

 

Type of contract: Fixed-Term, NOA

Duty Station: Maputo

Duration: 12 months (renewable)
