Background

Enabel is the Belgian development agency. It implements and coordinates Belgium’s international development policy and primarily works for the Belgian State. The agency also implements actions for other national and international donors. In Mozambique, through the cooperation portfolio 2023-2028, Enabel aims at supporting the country in achieving its low carbon, just and inclusive development pathway and energy transition by fostering a multi-stakeholder integrated approach based on local needs, national priorities, and global trends. Climate is the underpinning theme in the portfolio with a focus on 3 public services (water, waste, energy) as well as fostering the dialogue on energy transition and working on losses and damages. In view of future needs for further development of its activities, Enabel is currently looking for a Logistics and purchasing officer (m/f).

Under the hierarchical authority of the Expert in Contracting and Administration the Logistics and purchasing officer manages small purchases and is responsible for the logistical aspects such as the operational management of buildings and equipment, transportation of goods, etc.

Qualifications and Skills

Job description

  • Help put in place procurement procedures and be responsible for good application and compliance thereof.
  • Ensure that computers, the network and Intranet system, air-conditioners, copiers, power generators, etc. work well. 
  • Ensure regular maintenance of equipment and offices premises in accordance with Enabel policies and procedures, lease conditions and health and security requirements; 
  • Participate in inventorying the project and updating the files. 
  • Manage vehicles and ensure their safe use and that they are maintained continuously 
  • Raise awareness of staff regarding the use of office supplies. 
  • Ensure optimal management of stocks.
  • Manage the importation process with customs for the claiming of materials and equipment in order for the projects to be able to dispose of the goods as soon as possible.
  • Take practical measures and provide support to missions (hotel bookings, airport greeting, travel, availability of vehicles, etc.). 
  • Provide support to materials / equipment acquisition initiatives. 
  • Be responsible for the organisation of receptions and other events.
  • Remain in contact with suppliers and collect information
  • Lead the driver’s team of which one is the hierarchical supervisor in order to have qualified and motivated staff.
     

Your profile

Required qualifications
Bachelor’s Degree in administration or procurement/logistics or any related field.

Required experience 

  • Minimum three years of professional experience in the same type of work.  
  • Experience in an NGO / bilateral agency is an asset.

Required skills and knowledge

  • Knowledge of procurement procedures and basics of stocks management. 
  • Ability to read and understand technical specifications of procurement, 
  • Basic knowledge of quality and security standards. 
  • Basic knowledge of transit/ customs clearance is an asset. 
  • Good knowledge of software (MS Word, Excel) and learning ability.
  • ICT knowledge (software and equipment).
  • Be of proven moral integrity.
  • Good communication skills (also including written)
  • Excellent interpersonal skills and ability to work as part of a team.
  • Service and solution oriented.
  • High planning and organisation skills.
