The +SOL Project (2024 – 2028) is funded by the Swedish International Development Cooperation Agency (Sida) and implemented in collaboration with the Government of Mozambique. The project builds on similar initiatives implemented by SNV in collaboration with the public and private sectors, adopting an approach aimed at accelerating access to quality and affordable off-grid electrification products and services through the private sector to improve the lives of low-income people in Mozambique, with an initial focus on the Provinces of Zambézia, Tete, and Niassa.

The primary objective of this position is the management and implementation of intervention approaches comprising four components: Process Development Stages, Clean Energy Fund, Climate Asset Aggregation and Technical Assistance, and Sector Strengthening. This involves strategic planning, project execution, adaptable stakeholder engagement, and resource management. Ensuring timely deliveries and effective collaboration with various partners and stakeholders.

Job Description
Key Responsibilities:

  • Strategic Co-creation: Collaboratively shape the project’s strategic approach in conjunction with SNV leadership;
  • Project Leadership: Overall responsibility for the day-to-day implementation of the project;
  • Interconnectivity: Establish robust connections between the Government, the private sector, and other relevant programmes, projects, and institutions;
  • Stakeholder Engagement: Collaborate with diverse stakeholders and navigate complex dynamics to drive project goals and design strategic interventions for success;
  • Strategic Partnership Development: Actively engage with public and private partners to design strategic project interventions;
  • Effective Project Setup: Provide guidance on project setup, including the development of work plans, budgets, and a competency matrix specifying responsibilities and financial guidelines;
  • Resource Management: Oversee the management of all human, physical, and financial resources allocated to the project;
  • Performance Monitoring: Monitor and evaluate the performance of the project management team, ensuring the achievement of milestones outlined in the annual work plan. Proactively develop mitigation plans to address setbacks or deviations;
  • Timely Reporting: Ensure the execution of concise reports to the donor, in accordance with their requirements. Maintain quality standards for project reports and the intervention of international and national specialists, aligning with donor requirements and SNV reporting standards;
  • Knowledge Development: Guide knowledge development, documentation, and communication in close collaboration with the donor and the country’s energy sector leader;
  • Exploring Partnerships and Funding: Identify funding and partnership opportunities in collaboration with leadership and the organisational development unit;
  • Develop Strong Business Networks: Assist in developing a portfolio of potential investments;
  • Governance: Lead the creation of the independent investment committee and the Investor Working Group (IWG), and prepare relevant materials for planned sessions.

Qualifications
Key Requirements:

  • Master’s degree in Electrical Engineering or another relevant field;
  • 7 to 10 years of relevant experience in areas of energy access through SHS, mini-grids, rural electrification, grant financing, or similar;
  • Knowledge of institutional, legal, and policy frameworks in the off-grid energy sector in Mozambique;
  • Experience in management and coordination with public and private stakeholders;
  • Ability to establish credibility and work effectively with diverse stakeholders;
  • Proven experience in project design, execution, operations, team leadership, and performance measurement;
  • Demonstrated experience in applying development approaches that promote gender equality and women’s economic empowerment;
  • Proficiency in spoken and written Portuguese and English.
