Logistics Officer with expertise that includes Port operations and LESS (commodity accounting) is required to ensure smooth operations in the Nacala Logistics Base and central corridor.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Under the overall management of the Head of Supply Chain Mozambique CO and direct supervision of the Head of Logistics of Pemba Area Office, Cabo Delgado the incumbent will perform the assigned responsibilities, such as:

 

1. In full coordination with Pemba Area Office, contribute towards the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.

2. Support management of shipping operations following standard processes and contribute, directly or indirectly, to the effective delivery of food assistance to beneficiaries.

3. In liaison with Country Offices, support the determination of the most efficient mode of calling forward commodities against set criteria and conditions.

4. Contribute to consolidation and planning of shipments, and to the management of operational aspects of all chartered and/or liner vessels, cargos, including checking document readiness, loading and discharging operations and contracting of stevedoring services as applicable.

5. Analyze regional/country context, and design and manage end-to end operational supply chain and retails network, to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.

6. Plan and manage implementation of innovative supply chain operations, initiatives, and services to ensure timely, cost effective and integrated approach with core activities and services in close cooperation with key supply chain stakeholders.

7. Provide technical advice and identify opportunities for improvement and innovation initiatives analyzing best practices from the humanitarian and development fields, academia, and private sector.

8. Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.

9. Support logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.

10. Build productive partnerships with counterparts in key supply chain functions to ensure an integrated supply chain approach to food assistance and cross-functional operational alignment.

11. Identify and collaborate with counterparts amongst government and other national organizations, UN agencies, NGO and private sector to share operational knowledge and resources and build capacity to ensure coordinated and cost-effective supply chain operations.

12. Perform in-depth market analysis and supply chain network mapping to inform the selection of appropriate operation modalities to improve supply chain performance.

13. Manage supply chain operation to ensure compliance with established corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.

14. Constantly monitor the performance of supply chain operations to ensure that appropriate internal controls are in place.

15. Manage, motivate, and develop a team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.

16. Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable WFP, governments, and other partners to quickly respond and deploy food and resources at the time of crisis.

17. Follow emergency logistics preparedness practices to ensure WFP can quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

18. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

19. Manage service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFP interest.

20. Manage accurate and timely reporting including provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.

21. Manage the LESS-COMET data reconciliation across the country and ensure that all physical inventories and commodity movements are accurately recorded in LESS.

22. Train staff on LESS-COMET.

23. Supervise staff as required.

24. Perform other assignments as required.

 

DELIVERABLES AT THE END OF THE CONTRACT:

1- Efficient and effective implementation of the activities outlined from 1 to 24.

2- Conduct a comprehensive Logistics Capacity Assessment in the Cabo Delgado Province.

 

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of Portuguese.
