Short Description/ Purpose of Job

The Community Engagement and Behaviour Change Specialist will be responsible for the management, coordination, and implementation of project activities at provincial and district levels in the community area, including school-based interventions, ensuring the application of the defined strategies and methodologies. The Specialist will provide direct technical support to the officers of the CBOs (Jossoal, Alfalit, Lemusica, and Okodema), activists, mentors, teachers, facilitator leaders, and community radios. The Specialist will also support coordination and liaison between health services and the community, particularly in the areas of sexual and reproductive health, including for adolescents and youth (ASRH), in Family Planning, GBV, and liaising with the project’s community network.

Main Responsibilities

  • Provide technical and logistical support in implementing work plans of community coordinators (BCC), preparing cost estimates (activity profiles), necessary materials (educational, office, and IEC), and ensuring other essential services, including preparing monthly budget estimates and transportation needs forecasts.
  • Coordinate with CBO officers in drafting work plans of the different partners involved in the project across intervention districts.
  • Supervise the execution of activity plans by various stakeholders, focusing on established targets and expected outcomes, the correct use of materials, and communication quality.
  • Facilitate or support training, capacity building, or continuous professional development (with activists, teachers, mentors, community leaders, etc.).
  • Ensure timely responses to priority needs defined in the plans, as well as appropriate and prompt justification of activities carried out.
  • Ensure that project partners and community agents receive the necessary technical support to build their capacity in advocacy and awareness-raising at the local level (defending sexual and reproductive rights and gender equality) through technical assistance, training, and technical updates.
  • Facilitate the development of community debate and action processes as defined by the project.
  • Facilitate the creation of favourable local conditions for conducting the planned research studies.
  • Identify project needs and make proposals for improvement, focusing particularly on socio-cultural, economic, or other issues affecting gender relations, including GBV and inequalities in SRH.
  • Establish positive collaboration with district administrations, local institutions, and community structures to ensure the project’s activity plans are well understood and supported by all stakeholders, seeking strategies to minimise duplication of efforts and maximise the impact of activities.
  • Prepare programmatic reports as required.
  • Ensure issues are addressed quickly and effectively.
  • Maintain a good flow of communication and information with implementation partners, colleagues involved in the project, and supervisors, promoting a collaborative and supportive team environment and demonstrating commitment to gender equality both inside and outside the office.
  • Perform other tasks as assigned.
  • Contribute to the timely collection of data under their responsibility, analyse it, and monitor results and performance.
  • Contribute to the process of documenting good practices and producing evidence.
  • Maintain a good flow of communication and information with implementation partners, colleagues involved in the project, and supervisors, promoting a collaborative and supportive team environment and showing a commitment to gender equality both inside and outside the office.
  • Perform other tasks as assigned in support of the Pathfinder programme in Mozambique.

Basic Requirements

  • University-level education in social fields (anthropology, sociology, public health, public policy, social psychology, or related areas).
  • Minimum of 5 years of experience in implementing projects related to gender equality, GBV, and sexual and reproductive rights, with a special focus on adolescents and youth.
  • Experience in project management.
  • Ability to work under pressure.
  • Proven ability to transfer skills and knowledge in leading/strengthening work teams and coordinating various stakeholders, both from civil society and government institutions.
  • Experience in capacity-building activities, community mobilisation, and awareness-raising.
  • Excellent verbal and written communication skills in Portuguese.
  • Excellent communication skills at different levels.
  • Computer literacy in Windows (Excel, PowerPoint, and Outlook).
  • Availability to travel to districts.
  • Knowledge of English (intermediate level) is an advantage.

Preferred Qualifications

  • Experience in producing and developing communication strategies and materials for community engagement.
  • Experience in sexual and reproductive health and/or gender equality and rights of girls and women and/or in community mobilisation.
  • Technical skills in project management.
