About MCA – Mozambique

The Government of the Republic of Mozambique has signed a five-year agreement (the “Compact”) with the Millennium Challenge Corporation (MCC) to fund specific programmes aimed at reducing poverty and stimulating economic growth. The MCC is a United States Government agency dedicated to supporting countries committed to good governance, economic freedom, and investment in people. A dedicated body, the Millennium Challenge Account-Mozambique (MCA-Mozambique), was established and appointed by the Government of Mozambique to implement the Compact.

Mozambique Connectivity and Coastal Resilience Compact

MCA-Mozambique, in collaboration with the Government of Mozambique and the United States’ Millennium Challenge Corporation, is implementing projects under the $537.5 million Compact, addressing the country’s development challenges with a geographical focus on Zambezia province. The Compact consists of three projects:

  • The Connectivity and Rural Transport Project (CTR) aims to reduce transport costs in Zambezia, increase the resilience of the road network, improve access to social services, and promote women’s mobility.
  • The Promoting Reform and Investment in Agriculture (PRIA) Project seeks to increase agricultural investments, productivity, and income for smallholders and others along the value chain in Mozambique.
  • The Coastal Livelihoods and Climate Resilience (CLCR) Project focuses on tackling coastal ecosystem degradation, including the over-exploitation of fisheries, to restore productive ecosystems to their function.

Resettlement Specialist for the CTR Project

Position Objective

The Resettlement Specialist, under the supervision of the Resettlement Director for Connectivity and Rural Transport (CTR) at MCA-Mozambique, will provide technical and management support for the successful implementation of all aspects of CTR resettlement activities.

The Resettlement Specialist is responsible for assisting the Resettlement Director in carrying out all activities related to involuntary land acquisition, physical and economic displacement, livelihood restoration activities, and other resettlement-related topics covered by the International Finance Corporation’s (IFC) Performance Standard (PS) 5 on Land Acquisition and Involuntary Resettlement relevant to Compact projects.

Location: The initial posting will be in Maputo, with extensive travel to Zambezia. Full relocation to Mocuba is anticipated during the pre-implementation phase of the Compact.

Salary Grade: This position falls under Grade “C” of the MCA-Mozambique Salary Scale.

Key Responsibilities

  • Project Management and Execution

    • Assist the Resettlement Director in developing Requests for Proposals (RFPs) for Resettlement Action Plans (RAPs) and resettlement implementation and participate in their evaluation.
    • Support the development, implementation, and monitoring/evaluation of project-specific RAPs.
  • Coordination and Collaboration

    • Assist the Resettlement Director in collaborating with MCA management, RAP developers, implementers, consultants, construction firms, supervision engineers, implementing entities, and relevant local, regional, and national authorities to ensure Compact compliance with IFC PS 5.
  • Stakeholder Engagement and Communication

    • Assist the Resettlement Director, in collaboration with the Public Relations and Social Inclusion & Gender Directors, in public consultations, stakeholder meetings, and communicating resettlement issues to affected persons in line with RAPs and other approved guidance and procedures.
  • Monitoring and Reporting

    • Support the Resettlement Director in developing tracking systems to monitor the progress of resettlement and displacement activities and contribute to progress reports for MCC and the Government.
  • Technical Support and Expertise

    • Provide support in developing procedures and RFPs for independent monitoring and evaluation of resettlement impacts after resettlement and supervise such studies.

Required Skills

  • Academic Background: Bachelor’s degree in social sciences, land management, law, or a related field relevant to involuntary resettlement and land acquisition.

  • Technical Skills:

    • Minimum of five years of relevant professional experience, including at least five years in resettlement and three years working with IFC resettlement policies and standards, World Bank OP 4.12, or other donor resettlement frameworks.
    • Proven knowledge of Mozambican land and resettlement laws.
  • Preferred Skills:

    • Experience in resettlement plans within the transport sector (roads and bridges).

Languages and IT Skills:

  • Proficiency in MS Office, project management software (such as MS Project), and experience with monitoring systems.
  • Excellent communication skills in Portuguese and English, and proficiency in local languages (Chuabo, Lomwe, Sena, Elomwe) is an advantage.
