Short Description/ Purpose of Job

Position Objective

The Clinical Specialist reports to the Program Manager and is responsible for the implementation of the project at the provincial level in Tete and Manica, respectively. They are responsible for providing technical assistance and supporting project management as well as liaising with the community network. The programmatic component addresses issues related to sexual and reproductive health, including adolescent and youth sexual and reproductive health (AYSRH), in areas such as family planning (FP), comprehensive abortion care (CAC), gender-based violence (GBV), and liaison with the project’s community network. The Clinical Specialist works closely with the Specialist and Coordinator of Community Engagement and Behaviour Change, partner CBO officers, other team members, and counterparts from SDSMAS. In addition, they provide direct support at the health facility level and to the community network in the implementation of project strategies and activities. The programmatic component addresses issues related to reproductive health, safe abortion, and informed choice of contraceptive methods. The Specialist will coordinate all actions related to improving the quality and access to health services, focusing on on-the-job training for health staff on Sexual and Reproductive Health and Rights (SRHR) topics, as well as improving the management of these services, in line with the protocols and standards established by the Ministry of Health (MISAU); integration of FP into other services provided at health facilities (particularly maternity, gynaecological emergencies, well-baby care and child-at-risk consultations (WBC/CAC), immunisation, antenatal and postnatal care (ANC/PNC), HIV and AIDS); strengthening the capacity of community networks supported by CBOs in SRHR counselling as well as referral to health facilities; enhancing community participation and improving the quality of co-management and humanisation committees at the health facilities.

Main Responsibilities

  • Plan, prioritise, and implement activities at the provincial, district, and health facility levels with MISAU and the various community-based partners;
  • Participate in the coordination and prioritisation of activities, including planning on-the-job training and health statistics meetings;
  • Collaborate with the management team to develop work plans, and analyse and prepare monthly, quarterly, and annual reports according to project procedures;
  • Actively participate in provincial/district technical group meetings where topics related to SRH/FP, maternal health, adolescents and youth, and other relevant project issues are discussed;
  • Ensure the development of joint and continuous activities with community partners at the health facility, district, and provincial levels to achieve greater technical and programmatic sustainability of these community partners in collaboration with health institutions;
  • Support the development, strengthening, and management of clinical systems related to comprehensive abortion care, contraception, and gender-based violence, including better quality and use of information for decision-making, and support managers to achieve not only an improvement in SRHR service quality but also an improvement in the management of the supply chain of medicines and medical supplies, human resources (HR), infection control (IC), and community engagement;
  • Provide technical support to health providers in health facilities supported by the project through strengthening the MISAU clinical mentor network;
  • Provide technical support to organisations by assisting with supervisions and technical meetings with activists and other agents involved in the project’s implementation;
  • Support assistance to providers and the referral systems, and liaise with multisectoral mechanism groups for addressing GBV victims;
  • Carry out other tasks assigned by the Program Manager and Provincial Coordinator;
  • Develop action plans and requisitions to follow up on actions under the supervision of the Program Manager and Provincial Coordinator;
  • Support the implementation of data collection tools, project surveys, and other tasks;
  • Document lessons learned and best practices from the project, including drafting success stories;
  • Ensure that issues are addressed quickly and effectively, with support from the provincial and national office staff, as necessary;
  • Perform any other duties as assigned.

Basic Requirements

  • Qualified Maternal and Child Health Nurse at the higher level;
  • 5 years of professional experience in providing technical assistance and programme management in the SRHR field (particularly FP and Abortion), with experience and understanding of issues and approaches for delivering integrated reproductive health and rights services, including family planning, essential maternal and obstetric care in primary health care settings;
  • Excellent verbal and written communication skills;
  • Fluency in spoken and written Portuguese; intermediate English is required, and fluency in a local language is an advantage;
  • Proficiency in using software packages, such as Word, Excel, PowerPoint;
  • Ability to develop teamwork and maintain working relationships with the government, non-governmental agencies, and other cooperation partners at the local level.
