Short Description/ Purpose of Job

The Associate Field Manager (AFM) will play a central role in ensuring GiveDirectly delivers a gold standard product to donors and recipients. The AFM will manage Field Officers (FOs). The AFM will be responsible for the day-to-day management of his/her team, including: daily work planning and team management; monitoring team and individual performance; meeting targets; training Field Officers; and identifying opportunities for risk mitigation and process improvement. The AFM will serve as the key “eyes and ears” resource on the ground for the Programme Manager (PM) and will be responsible for summarising regular updates on team performance, as well as successes and challenges on the field. The role will reward exceptional staff management, organizational skills, high quality judgment on operational challenges, and a strong commitment to driving productivity and quality of both the team and the individual.

Responsibilities:

The AFM will have the following responsibilities:

Field management

  • Meet with field teams every morning to align plans for the day and resolve field challenges;
  • Coordinate team approach to daily community surveys to maximize efficiency and productivity, and ensure teams arrive in the field on time;
  • Monitor productivity and quality of service, including weekly review of operational reports; discuss individual and team performance weekly with POs and PMs; be primarily responsible for course correction if metrics are slipping;
  • Keep management informed of key work plan risks (e.g., village-specific challenges, political instability, GiveDirectly rumors, reception refusals, terrain challenges during rainy seasons, etc.);
  • Meet weekly with other field management members (PM, other AFMs) in order to discuss challenges on the ground and propose solutions;
  • Meet with PM at least once a month to discuss any adjustments to work plans

Data collection and process improvement

  • Collect surveys on average 1-2 days per week to help teams meet objectives and help identify areas for improvement;
  • Vet new survey versions, including impact on field staff productivity, and recommend survey improvements if needed (e.g. potential process gaps);
  • Raise ideas for continuous improvement of the beneficiary enrolment/experience process; execute process improvements and ideas raised by Programme Manager/Country Director.

Quality control

  • Monitor and ensure quality control when field staff conduct surveys;
  • Periodically check and review FO data collection process in the field and coach staff to correct any observed issues;
  • Spend 1-2 days resolving difficult cases in the field that require special attention (hard-to-find beneficiaries, potential fraud cases).

Field Officer management and development

  • Coaches FO on challenges that arise in the field.
  • Provide additional case-specific input as requested by FOs (e.g. ambiguity around a potential impostor).
  • Exercise judgment and escalate recurring issues or questions to the Programme Manager.
  • Coach FOs who underperform and apply disciplinary action where necessary
  • Encourage teamwork and improve morale through mentoring, affirmations and various management initiatives
  • Spend 1-2 days per week to identify areas for improvement and professional development, particularly during staff training
  • Conduct monthly performance checks with direct reports and annual performance reviews

Administration

  • Ensure all allowance and expense allowances are submitted correctly and promptly
  • Ensure timesheets are submitted accurately and in a timely manner
  • Process leave requests so as not to conflict with work planning and operations
  • Resolve requests for miscellaneous equipment
  • Participate in a weekly field management forum to resolve issues and collaborate on work planning

Others

  • Arrange interview logistics and conduct interviews for new CBs (after first screen from HR Manager).
  • Recommend potential hires to Programme Manager for final approval.
  • Provide initial training to new employees and ongoing professional development to staff
  • Attend meetings with provincial, and district staff as required. Represent GiveDirectly in the field and manage day-to-day communication with local leaders
  • Help the PM welcome journalists, donors, and other external parties
  • Assist PM with communication and execution of new projects/pilots/technologies (e.g., software changes and updates, target recipient projects, content gathering for website and mobile app, etc.)
  • Assist in responding to “crisis” events (e.g. spikes in refusal, government shutdown, coordinated fraud, etc.)
  • Promote an effective team culture by encouraging recognition of positive achievements, planning team events periodically, and other team building initiatives


Qualifications

  • The ideal candidate for the Associate Field Manager position should hold a Bachelor’s Degree in a relevant field
  • Three to four years field experience working with vulnerable communities
  • Knowledge and experience of data entry on computers and mobile devices with good typing skills
  • Possess the ability to conduct and support recipient surveys and associated processes
  • Fluency in English, Portuguese, Sena and Ndau
  • Exceptional leadership skills with demonstrated success in motivating and developing junior staff
  • Exceptional ability to solve complex operational challenges on the ground
