Short Description/ Purpose of Job

1. General Background

In September 2021, the UN Secretary-General’s High-Level Panel on Internal Displacement (HLP) presented its report calling, among other things, for a more targeted approach to developing solutions to internal displacement. The report concluded that for the UN to be fit for purpose and accountable for solutions, fundamental changes are needed in the way international humanitarian, development and peace actors engage in internal displacement contexts, particularly in the leadership and coordination of these efforts. To take forward the panel’s recommendations, the Secretary-General launched his Agenda for Action on Internal Displacement in June 2022, setting out a common vision for the UN system to work towards solutions, prevention, and response. The Agenda for Action recognizes the urgent need for more intense, earlier and more predictable engagement of all stakeholders to meet the demands of national and local governments for support in intensifying their work on durable solutions.

Under the overall leadership of the UN Resident Coordinators (RC) as the UN’s lead on solutions at the national level, the UN Solutions Working Group (SWG) was established early 2022 with UNHCR co-chairing it to ensure that the UN has a coherent and coordinated country-wide focus on community and Government engagement, data-collection, information management and advocacy for durable solutions, as well as a strong fundraising strategy. UNHCR is supporting with the coordination of the UN Solution Group and the overall activities to advance the solution agenda which remains the government ownership. UNHCR aims to proactively engage with national and local authorities on solutions, ensure solutions are reflected as a priority in UN Sustainable Development Cooperation Frameworks (UNSDCFs), and work with the authorities to develop a whole-of-government solutions strategy through a consultative and inclusive process, which draws on the views, capacities, and preferences of IDPs and local communities.


2. Purpose and Scope of Assignment

In Mozambique, due to both natural/climate and human-made conflict induced forced displacement there is a recognition of the importance to seek stronger strategic, policy, advocacy, and programmatic linkages amongst the relevant key actors. Mozambique has been therefore included in the list of the priority countries at global level where the Office of the Special Advisor on Solutions aims at concentrating the efforts and impact in a first phase, piloting initiatives and approaches for scale-up.

In alignment with the UN Action Agenda on Internal Displacement and within the framework of the Mozambique Solutions Working Group (SWG) and Technical Solutions Working Group (TSWG) and recognizing INGD’s leadership in the implementation of the Action Agenda in Mozambique, UNHCR will directly support INGD through the provision of a Solutions Advisor embedded within their staff.

The Solution advisor will undertake the following responsibilities:

I. Support the national government in implementing solutions; integrate solutions into other policy documents; support the realization of solution-oriented activities, including the identification of key priorities and milestones to address durable solutions to internal displacement; and contribute to relevant policy dialogues and policy development processes.

II. Enhance the capacities and national/local ownership of the Government on data management (collection and analysis), IDP and host community engagement, and socio-economic/political economy analysis, measuring progress towards solutions and application to national/local solutions programming.

III. Support authorities and partners to consistently monitor and assess solutions programmes for rapid adjustment and course correction as needed.

IV. Strengthen the Government’s capacity, ownership and coordination for knowledge management. Assist in identifying and addressing any challenges and bottlenecks in coordination and actual implementation on the ground.

V. Promote/advise on leveraging programmatic investments by development and humanitarian actors against advocacy goals linked to the inclusion of IDPs in national planning and prioritization.

VI. Provide technical and operational tools to support the authorities, as well as other stakeholders, to integrate the multi-sectoral and long-term developmental responses to address internal displacement.

VII. Undertake training of the Government teams to ensure durable solutions are mainstreamed into the planning and implementation of national plans.

3. Technical Guidance

The Solutions Adviser will play a key role to support the government with the implementation of the UN Secretary-General’s Action Agenda on Internal Displacement. S/he will connect available UN expertise to promote and advance the implementation of durable solutions’ programmes and activities.

4. Coordination

The Solution advisor will support the government /INGD with its coordination and lead of activities aiming at achieving durable solutions to displacement, playing a catalytic role to connect different government line ministries with HDP nexus actors and the UN Solution Group.

5. Collaboration

The solution advisor will collaborate closely with the UN Solution Working group, the technical solution Group, data and community engagement workstreams, as well as INGD, relevant lines ministries, ADIN and different government and non-governmental stakeholders, including donors and development actors.

Qualifications and Skills

6. Qualifications and Experience

For P2/NOB – 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1-year relevant experience with Doctorate degree

7. Certificates and/or Licenses

Advanced university degree (master’s degree or equivalent) in international development, international affairs, migration and displacement studies, or another relevant field is required.

First level university degree (Bachelor´s degree) in the areas mentioned above in combination with 2 additional years of qualifying experience will be given due consideration in lieu of Master´s degree.

8. Work Experience

• Minimum 7 years of relevant experience in either public sector (national or multilateral, including UN), private (academia, non-governmental sector, corporate), with increasing level of responsibility.

• At least 4 years of experience in crisis and fragile settings with strong relevant experience in forced displacement and development/durable solutions is required.

9. Functional Skills

• Excellent coordination, negotiation, and communication skills, as well as ability to mobilize support from a wide range of stakeholders across different ministerial lines.

• Experience in the area of internal displacement and/or the solutions Agenda is desirable.

10. Language Requirements

English and Portuguese are Mandatory.
