Short Description/ Purpose of Job

Abt Global seeks a qualified Chief of Party (COP) to lead the anticipated five-year USAID/Mozambique Renda Verde Opportunity, that seeks to boost communities in leveraging the benefits of living in nature across key biodiversity conservation areas—and benefit local people through sharing of nature‐based revenue. The vision is to provide funding to a variety of promising biodiversity, conservation, and sustainable livelihoods-focused business initiatives in Mozambique and promote learning across conservation and sustainability efforts in the country to apply best practices in sustainable incomes and revenues.

USAID intends to support this by funding an organization or consortium to: (1) identify opportunities and manage a portfolio of grants to initiatives working on biodiversity, conservation, and  sustainable livelihoods–focused growth throughout the country, (2) provide capacity development support for grantees to improve their operational and technical management, (3) identify opportunities for additional funding from the private sector, and (4) promote monitoring, evaluation, learning, and sharing of best practices within the Mozambican conservation and sustainable livelihoods space.

As Chief of Party (COP), you will provide overall technical leadership and management for the activity. You will be the main point of contact with USAID, key public and private sector partners, and other international organizations. You will be based in Maputo. The position is contingent upon the activity’s award and USAID approval. The tentative start date is mid- to late 2025.

Qualifications and Skills

Core Responsibilities 

  • Provides overall technical leadership, management oversight and strategic direction for the activity.
  • Serves as the primary liaison with USAID/Mozambique, other key US Government organizations, regional organizations, private sector institutions, senior local government officials and counterparts, and the donor community.
  • Supervises the activity’s senior technical team to ensure a focus on core results, achievements of annual work plan and targets, and timely/effective implementation of activities to achieve the activity’s objectives.
  • Supervises the project’s operations leadership, responsible for day-to-day activity operations including finance, accounting, procurement, grants management, recruiting and HR functions in compliance with USAID, US Government, and Abt Global policy and regulations.
  • Monitors the progress and pace of the activity’s implementation, assuring that the full potential of the activity is realized through the promotion of high-quality work and internal control.
  • Responsible for ensuring activity deliverables and reporting, such as annual and quarterly reports, meet high quality standards set by USAID and Abt Global.
  • Oversees achievement of the project’s communications strategy, with project staff and consultants leading development of communications products including public relations campaigns, targeted campaigns for the private sector, and the development of success stories.

What We Value

  • Master’s degree or higher in a relevant area of conservation, international development, management, or other related field.
  • At least 10 years of experience managing conservation, forestry, biodiversity, sustainable landscapes, or climate programs, ideally in sub-Saharan Africa.
  • Experience managing grants and local subcontracts under Donor-funded programs
  • Substantial experience leading complex USAID or other donor-funded projects, preferably in sub-Saharan Africa.
  • Substantial experience working with the private sector in support of development activities.
  • Strong ability to engage with and foster collaboration with diverse stakeholders.
  • Fluent in written/spoken English and Portuguese.
