Short Description/ Purpose of Job
The Child Protection in Emergencies (CPiE) Technical Specialist will use her/his in-depth contextual understanding, technical expertise, and relationship building skills to lead, define and deliver our strategic ambition for child protection in emergencies in Mozambique, with a specific focus on Protection of Children in Conflict (Children Associated with Armed Forces or Armed Groups (CAAFAG) and Children and Armed Conflict (CAAC) programming, including Case Management, MHPSS, adolescent services and advocacy. The post holder is responsible for ensuring that quality programmes are initiated and capacities developed to provide humanitarian prevention and response protection interventions to affected children across Mozambique. The post holder will be expected to lead programme and project design and master budgeting, engage in inter-agency level coordination, advocacy, and support fundraising, and recruitment and capacity building of child protection technical staff.

Qualifications
- Education to MSc/MA/MEng level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience
Experience and Skills
Essential
- At least 5 years of work experience in child protection in humanitarian contexts
- Prior experience implementing case management, MHPSS, CAAFAG programmes, Gender and supervising case management, MHPSS, GBV team.
- Ability to work both in a Specialist and a hands-on implementation capacity
- Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
- Experience in working with local partners (strategic and implementing)
- Good knowledge of and experience in using established inter-agency standards and guidelines in child protection, such as the Inter-agency Guidelines on Separated and Unaccompanied Children, IASC on MHPSS, Case Management Guidelines, SC Child Friendly Spaces Handbook, and the Minimum Standards for Child Protection in Humanitarian Settings.
- Previous project, team management and financial management experience
- Experience of and commitment to working through systems of community participation and accountability
- Experience in monitoring and evaluating child protection programmes in emergency
- Experience in capacity building and in strengthening various duty bearers understanding of and response to child protection, specifically case management, CAAFAG, MHPSS and Gender.
- Experience of representation and ability to represent SC effectively in external forums.
- Experience of preparing successful funding proposals for donors
- Excellent communication and interpersonal skills
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- A high level of written and spoken English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to and understanding of child rights, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the Code of Conduct, Paris Principles. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
Desirable
- Fluency in Portuguese or Spanish
- Previous first phase emergency response experience
- Previous experience (co)leading a Case Management Task Force.
- Specific experience of designing and managing ECHO, SIDA, BHA, UNICEF or other major donor projects.;
