Short Description/ Purpose of Job

The selected candidate will join a diverse, and supportive team of around 70 staff employed by the British High Commission in Maputo. The role sits within the Human Development, Climate and Humanitarian team (HDCH) and will work closely with the Trade and Inclusive Growth (TIG) Team. The candidate will play a key role in delivering the British High Commission (BHC)’s objective on Strengthening Climate Resilience, as well as supporting other objectives including sustainable inclusive prosperity and peace and stability.

Roles and responsibilities:

Policy engagement and influencing

  • Close working with the Government of Mozambique on climate and environment issues, particularly the Ministerio da Terra e Ambiente (MTA), to understand the government’s challenges, priorities, asks, and what the UK can offer
  • Build and maintain relevant networks with a range of stakeholders, including government, private sector, development partners and civil society and use these networks to positively influence policy and programme delivery
  • Analyse barriers and opportunities for Mozambique to access climate finance; the potential for carbon markets (including blue carbon finance)
  • Ensure that key developments, and UK policy priorities on climate, energy and environment are monitored and effectively communicated

Project and Programme delivery

  • Support delivery of the UK’s environment and nature-based solutions programmes in Mozambique, including both bilateral and centrally managed programmes; and help to mainstream climate resilience considerations across the BHC’s programming
  • Ensure full compliance with FCDO project and programme regulations; and monitor progress and final evaluation of projects
  • Support development of new programming/expanded offer on climate resilience including learning lessons from recent cyclones and T-WASH (resilient water and sanitation)
  • Maintain links with HQ and regional networks to tap into central and regional resources to support climate and environment objectives in Mozambique

Contributing to effective working across BHC Maputo

  • Input to cross-office activities and discussions; support other colleagues to deliver their objectives
  • Provide timely response to requests for policy briefings and corporate returns
  • Uphold and champion BHC’s values by contributing to a positive working environment grounded in inclusion, respect, kindness and collaboration

The responsibilities of the role may change over time in response to evolving mission and workforce planning priorities.

Resources managed: 

No line management responsibilities. Potential responsibility for overseeing implementation of Overseas Development Assistance (ODA) projects. 

  • Knowledge and experience of climate and environment issues
  • Recent experience of working in Mozambique on a related area, and engagement with government and other stakeholders
  • Strong written and oral communication skills in English and Portuguese
  • Ability to manage multiple workstreams and deliver to tight deadlines 

Language requirements:  

Fluent English and Portuguese.

  • Experience overseeing effective delivery of ODA (Official Development Assistance) programmes (ideally programmes in areas such as climate, environment, infrastructure, nature, or renewable energy).
  • Knowledge/experience of international development, or a willingness to learn.
