(1) Climate Change Adaptation (CCA) & Disaster Risk Reduction (DRR) Lead – Maputo
The CCA & DRR Lead for the LINK project will play a crucial role in shaping and implementing disaster risk reduction, climate adaptation, and resilience activities, working closely with the Technical Advisor for DRR, Climate and Resilience, and other PDQ specialists. This lead will be responsible for shaping and executing Climate Change Adaptation actions focused on community- and child-centred Adaptive Social Protection (ASP).
Using strong contextual knowledge, advanced technical expertise, and exceptional relationship-building skills, the CCA & DRR Lead will define and drive strategic efforts to address climate change, disaster risks, and strengthen resilience in Mozambique. The role will not only steer strategic development but also lead the technical design and implementation of high-quality activities that promote adaptive social protection, focusing on children and the most vulnerable groups during emergencies and through the graduation approach via economic empowerment of the most vulnerable families.
In addition to promoting Save the Children’s established approaches, this role is pivotal in national advocacy and influence, particularly regarding local adaptation plans, ASP and EWS (Early Warning Systems), exploring linkages within the field of Adaptive Social Protection. It will also drive strategic partnerships, including with the private sector, fostering the development of a sustainable economy capable of facilitating graduation and economic empowerment for groups most vulnerable to climate crises. The Lead will also be technically responsible for mobilising additional funding for the LINK project under our strategic “Mega-Link” approach.
This role requires close collaboration with operations colleagues and partners in Mozambique to build local capacity, promote local organisational action, and ensure compliance with government policies and guidelines. The CCA & DRR Lead must adopt a child rights-based programming approach and represent Save the Children in national forums and working groups as a strong advocate for climate change and child protection.

Recruitment Description/ Key Accountabilities
Qualifications and Skills
Bachelor’s degree in Social Sciences, Public Administration, Development Studies, or related fields in social or development sciences. Certified training in DRR is an added advantage.
Essential:
Minimum of five (5) years of proven experience in Climate Change and Disaster Risk Reduction (DRR).
Minimum of three (3) years of experience coordinating activities at district level and with strategic partners.
Master’s degree or equivalent in Social Sciences, Education in Emergencies, Natural Resource Management, Environmental Science, Forestry Engineering, or other relevant fields for DRR, Climate, and Resilience.
Proven knowledge of district-level planning processes and legal and operational frameworks for emergency response in Mozambique, including experience working with INGD, INAS, INAM, and other relevant actors.
Experience developing instruments related to EWS, Early Action Plans, and Local Adaptation Plans.
Strong background in context, capacity, and policy analysis, as well as national and regional advocacy and influence.
Networking, representation, and partnership development skills, including with the private sector to promote learning, strengthen civil society, and mobilise resources.
Ability to generate and use data and evidence to innovate, deliver, learn, and share what works and what doesn’t for children and vulnerable groups.
Experience in promoting quality and impact in at least one cross-cutting area: gender equality and inclusion, adaptive and safe programming, child rights, disability, migration and displacement.
Experience supporting humanitarian preparedness, response, and recovery.
Significant experience in training, capacity building, and mentoring. A proven track record in inter-agency networks is a plus.
Experience working in international organisations is an advantage.
Excellent interpersonal skills and the ability to communicate effectively at all levels.
Ability to work independently and as part of a team.
Strong organisational skills including the ability to plan, set priorities, and meet deadlines.
Ability to work in a multicultural environment.
High ethical standards in professional conduct.
Computer literacy (Excel, Word, PowerPoint, Email, MS Teams, Internet, and other software).
Fluency in spoken and written Portuguese and English.
Commitment to Save the Children’s values, objectives, and principles.
