Short Description/ Purpose of Job
Mission and objectives
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favouritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. There is growing evidence that investing in the health, education, hygiene/sanitation and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfil their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.
Context
Pemba is the capital of Cabo Delgado province in northern Mozambique and the centre of current humanitarian operations for the office. The Mozambique Country Office (MCO) has conducted a costing exercise to determine efficiencies and the cost-effectiveness of using different delivery methodologies to enhance
results through the provision of emergency, nexus and peacebuilding programming to
internally displaced people (IDPs), returnees and host communities in vulnerable districts of Cabo Delgado.
The outcome of the costing exercise has demonstrated that the establishment of the two hubs in Mocimboa da Praia and Mueda District capital cities will provide the greatest benefit to UNICEF, based on an analysis of direct, indirect, intangible and competitive elements of the cost benefit, including those relating to the utilization of staff time. The establishment of the hubs will strengthen UNICEF’s representation through district-level engagement with the Gov-ernment and our NGO partners, strengthening community acceptance of UNICEF, reinforcing monitoring capacity,
early identification of emerging issues and strengthening the coordination of programme im-plementation including emergency responses in Cabo Delgado.
Working in a) Mueda and b) Mocimboa da Praia the UNVs will provide community-based monitoring and community engagement support to enhance programme quality, ensure continuity of services and enhance UNICEF’s accountability to affected populations.
