Director of Environmental and Social Performance – Millennium Challenge Account (MCA) – Mozambique

About MCA – Mozambique
The Government of the Republic of Mozambique has signed a five-year agreement (“Compact”) with the Millennium Challenge Corporation (“MCC”) to fund specific programmes aimed at reducing poverty and stimulating economic growth. The MCC is an agency of the Government of the United States of America that is dedicated to supporting countries committed to good governance, financial freedom, and investment in people. An implementing entity called the Millennium Challenge Account-Mozambique (“MCA-Mozambique”) was established and appointed by the Government of the Republic of Mozambique to implement the Compact.

Mozambique Connectivity and Coastal Resilience Compact
The Millennium Challenge Account – Mozambique, in collaboration with the Government of the Republic of Mozambique and the Millennium Challenge Corporation of the United States Government, is implementing projects under the $537.5 million Compact that addresses the country’s development challenges, with a geographic focus on the Zambezia province. The Compact comprises three projects:

  1. The Connectivity and Rural Transport (CTR) Project: Aims to reduce transport costs in Zambezia province, increase the resilience of the road network, improve access to social services, and promote women’s mobility.
  2. The Promoting Agricultural Reform and Investment (PRIA) Project: Seeks to increase agricultural investments and productivity, as well as incomes for smallholder farmers and other actors in Mozambique’s value chain.
  3. The Coastal Livelihoods and Climate Resilience (CLCR) Project: Targets coastal ecosystem degradation, including the over-exploitation of fisheries, to restore the productivity of ecosystems to their functional state.

Director of Environmental and Social Performance (DAS)

Position Objective
The Director of Environmental and Social Performance (DAS), under the supervision of the Chief Operating Officer (COO) of the Millennium Challenge Account-Mozambique (MCA-Mozambique), is responsible for the successful implementation of all aspects of environmental and social performance activities for each of the three projects. The DAS Director provides strategic and technical guidance to ensure that project activities comply with applicable DAS standards and guidelines. These include relevant national environmental and social laws and regulations, MCC Environmental Guidelines, and International Finance Corporation (IFC) Performance Standards on Environmental and Social Sustainability.

The DAS Director achieves this by advising senior MCA leadership and Project Directors on DAS performance of contractors and consultants, and, when necessary, providing technical guidance to ensure DAS team members fulfil their respective roles. The DAS Director is expected to spend most of their time on the CTR project to manage and supervise specific DAS issues. The Licungo Bridge and the Mocuba bypass (ring road) are classified as Category A due to the proposed site’s green zone status, the project’s overall size and cost, and the province’s limited experience with this type of new construction. DAS issues, including health and safety, will need to be carefully managed to ensure compliance with applicable DAS standards and guidelines. For the CTR project, the DAS Director will manage a health and safety specialist and be supported by a Project Management Consultant (PMC), who will assist with DAS, gender and social inclusion requirements, and quality assurance across all stages of project development and implementation. The DAS Director is also expected to provide limited support to the PRIA and CLCR projects. Support for these projects is more limited due to the classification of PRIA and CLCR activities as Category C or Category D.

Location: This position is based in Maputo, with extensive travel to Zambezia during the pre-entry into force phase.

Salary Band: This position falls within Grade “D” of the MCA-Mozambique Salary Scale.

Key Responsibilities

Strategic Leadership and Compliance

  • Lead MCA Mozambique’s efforts to integrate environmental and social considerations into project design and implementation. This includes: (a) ensuring all projects comply with MCC requirements, including the International Finance Corporation (IFC PS) Environmental and Social Performance Standards, MCC Guidelines on Environmental and Social Assessment, and the applicable Mozambican legal framework. (b) Identifying opportunities to improve project design and implementation by applying international best practices.
  • Ensure that all tender documents and other contractual agreements for the Compact incorporate relevant environmental and social mitigation measures, including measures on environmental management, protection of cultural resources, public health and safety, and other issues, where relevant.
  • Provide necessary leadership and technical input to help ensure the environmental and social performance of Compact activities. Take primary responsibility for monitoring and supervising the environmental and social impact aspects of Compact activities, particularly for the CTR Project.
  • Alongside General Directors, ensure compliance of Project activities with relevant Mozambican environmental laws and regulations, MCC Environmental Guidelines, IFC Performance Standards on Environmental and Social Sustainability, and the Agency’s Climate Change Strategy.

Project Management and Supervision

  • Oversee and manage the work of MCA’s health and safety specialist and/or contractors and consultants, as appropriate, to ensure that performance, outcomes, and deliverables are acceptable. Prepare and/or review terms of reference, budgets, schedules, and cost estimates for international and national procurements related to DAS for civil works and consultancy services, and support contract and project management.
  • Coordinate and provide technical input to any required Environmental and Social Impact Assessments (ESIAs) for the Project, including resettlement policy frameworks (RPF) and resettlement action plans, as requested by the MCA Resettlement Director. Ensure that the findings of ESIAs are incorporated into project design and implementation strategies.
  • Coordinate and provide technical input on all required environmental and social management plans (ESMPs), health and safety management plans (HSMPs), waste management plans (WMPs), and other DAS-related plans required by the project.
  • Coordinate with General Directors and other staff on environmental and social issues to ensure that all Project tender documents incorporate relevant environmental and social mitigation measures, including those relating to environmental management, land acquisition and resettlement, cultural resource protection, community and worker health and safety, HIV/AIDS, and other relevant issues.

Technical Input and Quality Assurance

  • Lead the development of an environmental and social management system to ensure that the Compact meets environmental and social requirements.
  • Conduct regular site visits to support project supervision. Summarise and document key findings and recommend next steps.
  • Assess the effectiveness of grievance mechanisms, alongside feedback and complaints from project-affected parties regarding environmental and social impacts and resettlement issues, and recommend actions to improve the mechanisms and resolve grievances. This includes reviewing regular reports to be provided by the geographic and information system of the CTR project.

Stakeholder Engagement and Communication

  • Serve as the main point of contact for environmental and social issues among key stakeholders.
  • Support MCA’s Communication Director and Gender and Social Inclusion Director in planning and implementing stakeholder engagement and public consultation.
  • Regularly collaborate with relevant government departments and local civil society.

Monitoring and Reporting

  • Analyse reports on Compact activity implementation to ensure all work is carried out in full compliance with applicable environmental and social management plans, especially for the CTR project.
  • Perform other environmental and social management-related tasks and responsibilities, as requested by the General Directors.
  • Serve as the principal decision-maker and main point of contact for MCA staff, MCC, and other government stakeholders and parties on all environmental and social management issues related to Compact activities.
  • Travel domestically and internationally as needed to establish and maintain effective working relationships with key stakeholders.

Required Competencies

Academic Qualifications

  • Bachelor’s degree in natural or social sciences, environmental planning, engineering, or a similar field.
  • Preference for an advanced academic degree (Master’s or higher) in a related area.

Technical Skills

  • A minimum of ten (10) years of experience in environmental and social impact assessment and leading efforts to integrate environmental and social considerations into infrastructure projects.
  • Practical knowledge of:
    • (a) Mozambican environmental and social laws and regulations and
    • (b) international sector best practices, including International Finance Corporation Environmental and Social Performance Standards.
  • Proven experience in applying international environmental and social guidelines and policies, including IFC Performance Standards or their equivalents (e.g. World Bank Safeguards) in projects funded by international organisations.
  • Demonstrated ability to effectively supervise and collaborate with multidisciplinary teams and institutions, including technical experts, government officials, project-affected parties, and civil society.
  • Proven ability to manage a variety of tasks with minimal supervision.
  • Experience managing project-based teams of professionals who produce high-quality results.
  • Ability to travel regularly to Mocuba.

Desired Competencies

  • Proven experience in applying international environmental and social guidelines and policies, including IFC Performance Standards on Environmental and Social Sustainability, to transport sector projects (roads and bridges) of similar size and complexity to the CTR project.
  • Experience with the MCC or similar international development organisations.

Language and IT Skills

  • Strong IT skills, particularly with Microsoft Office (Word, Excel, PowerPoint).
  • Fluency in Portuguese and excellent written and verbal communication skills in English.
