About MCA – Mozambique

The Government of the Republic of Mozambique signed a five-year agreement (“Compact”) with the Millennium Challenge Corporation (“MCC”) to fund specific programmes aimed at reducing poverty and stimulating economic growth. The MCC is an agency of the Government of the United States of America dedicated to assisting countries committed to good governance, economic freedom, and investing in people. An accountable entity called Millennium Challenge Account-Mozambique (“MCA-Mozambique”) was created and designated by the Government of the Republic of Mozambique to implement the Compact.

Mozambique Connectivity and Coastal Resilience Compact

The Millennium Challenge Account – Mozambique, in collaboration with the Government of the Republic of Mozambique and the Millennium Challenge Corporation of the Government of the United States of America, is implementing projects under a $537.5 million Compact that addresses the country’s development challenges, with a geographical focus on the Zambézia Province. The Compact consists of three projects:

  • The Connectivity and Rural Transport Project (CTR) aims to reduce transport costs in Zambézia Province, increase the resilience of the road network, improve access to social services, and promote the mobility of women.
  • The Agriculture Reform and Investment Promotion Project (PRIA) seeks to increase agricultural investments, productivity, and income for smallholder farmers and other actors along the value chain in Mozambique.
  • The Coastal Livelihoods and Climate Resilience Project (CLCR) aims to tackle coastal ecosystem degradation, including overfishing, ensuring that more productive ecosystems are restored to their function.

Director of Gender and Social Inclusion

Position Objective

The Director of Gender and Social Inclusion (GIS) reports to the COO of the Millennium Challenge Account-Mozambique (MCA-Mozambique), providing technical expertise to senior leaders at MCA, Project Directors, Managers and Specialists, implementing partners, and stakeholders to fulfil the objectives and requirements of MCA-Mozambique and MCC related to Gender and Social Inclusion across all Compact-funded activities.

The GIS Director is responsible for advising and ensuring compliance with the MCC’s Gender and Social Inclusion Policy and Counter-Trafficking in Persons Policy (C-TIP). The GIS Director ensures high-quality implementation of all gender and inclusion-related activities and designs across all Compact projects. Additionally, the GIS Director is responsible for line managing GIS personnel at MCA. The Director is tasked with developing the Social and Gender Integration Plan (SGIP), in close collaboration with MCA Directors, and overseeing its implementation, including annual reviews and updates.

Location: This position is based in Maputo, with frequent travel to Zambézia.

Salary Range: This position falls under Grade “D” of the MCA-Mozambique Salary Scale.

Main Responsibilities

Strategic Leadership and Compliance

  • Take primary responsibility for overseeing the high-quality implementation of all GIS design elements across the three Compact projects.
  • Provide guidance and supervision to ensure that gender equality and social inclusion (i.e., reaching the poor and underserved populations) are integrated into Compact contracts and activities to maximise social benefits and promote sustainable development.
  • Ensure compliance with Mozambican laws and social and gender-related requirements, as well as the MCC’s Gender and Social Inclusion Policy, C-TIP Policy, Gender and Social Inclusion Operational Requirements, and MCC Gender and Social Inclusion Strategy.
  • Lead the development of the Social and Gender Integration Plan (SGIP), encompassing GIS objectives and designs across all projects and activities, as well as work plans, responsibilities, and metrics.

Stakeholder Engagement

  • Lead stakeholder engagement on the SGIP and facilitate agreement on it among other MCA-Mozambique sector leaders. Lead the annual review and update of the SGIP and the development of the Gender and Social Integration Summary Report at Compact completion.
  • Serve as a key contact point for implementing entities and key stakeholders at all levels, including (but not limited to) the Ministry of Gender, Child and Social Action, Ministry of Agriculture and Rural Development, Ministry of Public Works (including ANE and Road Fund), Ministry of Transport and Communications, Road Administration Authority, Ministry of Sea, Inland Waters and Fisheries, Ministry of Land and Environment, and other national and subnational government agencies, NGOs, civil society organisations, the private sector, and donors with direct and indirect roles and interests in the Compact and Zambézia Province. This includes sharing information, soliciting input, providing advice, problem-solving, and collaborating or partnering to advance Compact objectives.

Team Management

  • Lead the GIS team by recruiting staff, providing training, development, and performance management to ensure the capability to achieve project objectives.
  • Serve as supervisor, principal technical advisor, and mentor to all MCA-Mozambique GIS staff on GIS matters across the three Compact projects.

Integration and Risk Management

  • Work with MCA-Mozambique senior leaders, directors, and managers to ensure full integration of GIS requirements into all work plans, RPAs, RFAs, Terms of Reference (ToRs), SBDs, LOE estimates, TEPs, contract management systems, budgets, timelines, monitoring systems, and management systems.
  • Oversee, with support from GIS contract management specialists, the work of GIS consultants and implementing partners. This includes RFP development, procurement processes, contract management, budget management, partnership management, and review of deliverables.
  • Review relevant contract outcomes to ensure that social and gender issues are sufficiently integrated and that there is appropriate planning, budgeting, and human resources for social and gender work.
  • Lead the identification and classification of risks associated with social and gender issues within the Compact programme; develop mitigation and response measures; and continuously monitor risks throughout the programme’s execution.

Monitoring and Evaluation

  • Work closely with GIS specialists, contractors, and M&E to develop a monitoring framework for each project activity, including KPIs and other metrics to monitor GIS progress, aligned with the programme logic. Collaborate with M&E to develop GIS requirements in the M&E plan and the independent evaluation contract RFP and review outcomes.
  • Manage GIS contracts by leading the development of ToRs and reviewing deliverables. Collaborate with MCA staff as needed in the contract management process. Support the integration of GIS into project contracts by closely collaborating with other project directors.
  • Establish and apply a quality control framework and a risk management system to track and manage progress related to each GIS objective and activity across the three Compact projects, considering the high-level strategic objective of reaching women, youth, and poor rural populations, as well as specific activity milestones, gaps, or challenges. Develop risk mitigants, solutions, and necessary design changes or supplements to meet GIS objectives. This system should include data collection and analysis, regular site visits, and frequent meetings with other sector directors and managers, senior and junior MCA-Mozambique staff, and implementing entities.
  • Oversee the compilation of programme data on Gender and Social Inclusion inputs, outputs, and outcomes, using the programme logic as a framework and supporting Compact implementation with up-to-date information on programme metrics.

Collaboration across Projects

  • Work closely with the Director of Environmental and Social Performance (DAS), DAS staff, and ESOC/PAC consultants to ensure collaboration, coordination, and alignment between GIS and ESP work, including stakeholder engagement, resettlement, social performance monitoring under IFC performance standards, and managing and responding to C-TIP risks, including ensuring compliance with MCC’s C-TIP policy.
  • Represent MCA-Mozambique in the media, at public events, and in stakeholder outreach on matters related to Compact gender and social inclusion.

Required Competencies

Education

  • Bachelor’s degree in social sciences, law, development, gender studies, or a related field.
  • A master’s degree or higher in a related field is preferred.

Technical Skills

  • A minimum of seven (7) years of experience leading social inclusion, gender, and poverty reduction efforts in programmes similar to the Compact, in an international development context.
  • Deep knowledge of gender and social inclusion issues in Mozambique, particularly in Zambézia, and how they affect economic development opportunities for socially disadvantaged populations (publications on these issues are strongly preferred).
  • Proven experience in implementing gender and social inclusion activities under large development projects, including supervising contractors for the successful completion of these activities.
  • Proven experience in integrating social and gender objectives into programme development.
  • Proven experience in conducting social and gender risk assessments, including designing management plans or processes to address those risks.
  • Proven experience in technical contract or grant management.
  • Proven experience in developing and managing programme budgets, work plans, and contracts to ensure compliance.
  • Experience in Compact intervention sectors is strongly preferred.
  • Previous experience with stakeholder engagement processes.
  • Experience working with international development organisations.

Language and IT Skills

  • Fluency in English and Portuguese;
  • Strong IT skills, proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.).
