Job Purpose

Under the supervision of the Maputo DM Coordinator, the Disaster Preparedness Officer will ensure timely, effective, and efficient support in disaster preparedness initiatives with National Societies. He/She will work in building national, and branch level  (including secretariat) disaster preparedness capacities to enable them to improve their disaster preparedness programming and be an advocate for IFRC’s Preparedness for Effective Response approach.

He / She assures ongoing collaboration with all relevant partners in the two countries in the field of disaster risk management with a specific focus on Anticipatory Action (AA) and will also work on further developing these relationships. He/She contributes to the quality improvement of the programme of the NS throughout the IFRC country cluster.

 To support National Societies in developing & implementing AA mechanisms. Ensuring effective management & operational implementation of FBA by the DREF mechanism and capturing and dissemination of operational learnings. Facilitate capacity 

Building on FBA by the DREF within country delegations, PNS, and NS. Foster peer learning on AA mechanism within the RCRC movement.

Job Duties and Responsibilities

 

  1. Build capacity and competencies in Mozambique and Angola National Societies on Disaster Preparedness and support them in becoming relevant partners for Disaster Risk Management in their respective countries.
  2. Brief IFRC country delegation staff on Anticipatory Action mechanisms and reporting
  3. Lead and provide technical guidance and oversight to the National Societies in the development, approval, activation, monitoring, reporting, and revision of Early Action Protocols (EAP) and simplified EAPsin the Cluster.
  4. Support the establishment of preparedness systems – alignment of standard operating procedures for Early Action Protocols (EAP) at national and district level.
  5. Establish and manage Anticipatory Action (AA) partnerships and networking Maputo CCST.
  6. Ensure accurate and timely reporting (narrative and finance) of all Preparedness initiatives in the Cluster.
  7. Actively engage the National Societies on the scaling-up of ‘Preparedness for Effective Response’ approach and improving coordination and harmonisation of DRM capacity building approaches.
  8. Ensure effective working relationships with the DM departments of National Societies in the Cluster under the leadership of the DM Coordinator and work to create synergies and links between Emergencies and Disaster Preparedness.
  9. Facilitate technical guidance for the National Societies on Cash Transfer preparedness and programming in different contexts.
  10. Support the National Societies with the process of hazards mapping, development and review of Contingency Plans, SOPs at national and branch levels.
  11. Ensure National Societies are conversant with the various tools and guidelines for disaster risk management, interventions are managed and implemented in accordance with Federation’s strategic programme framework and agreed standards including Red Cross Red Crescent Code of Conduct and Humanitarian Accountability Partnership.
  12. Conduct monitoring and supervisory visits to relevant IFRC programme activity sites in the field.
  13. Promotes knowledge sharing and best practices among Red Cross Movement Partners and at international meetings and conferences and influences partners in stakeholder consultations.
  14. Organize and facilitate training sessions for National Society technical staff and volunteers in various areas of disaster preparedness.
  15. Participate in relevant meetings with Red Cross Movement partners, Governments, donors, NGOs and UN Agencies co-financing and implementing initiatives for disaster risk management.
  16. Perform other duties in addition to the above responsibilities, commensurate with background and experience as deemed necessary by Supervisor.

Education

  • Advanced university degree in Development Studies, Project Management, Disaster Risk Management or other relevant field.
  • Professional training in disaster risk management.

Experience

  • Experience of working for the Red Cross and Red Crescent Movement – preferred.
  • Five years of relevant experience in the field of disaster risk management.
  • Three years of experience working in the field of Disaster preparedness, Disaster Risk Reduction (DRR) / and Anticipatory Action Mechanisms .
  • At least 2 years of working for a humanitarian aid organisation.
  • Experience in facilitating workshops and seminars.
  • Experience of planning and managing finances and budgets.

Knowledge, Skills and Languages

 

  • Strong and highly developed technical skills in disaster risk management international practices.
  • Self-supporting in computers (word processing, spreadsheets, internet and web-based searching etc.)
  • Solid and tested analytical skills.
  • Project management and reporting skills.
  • Excellent communication, interpersonal and networking skills.
  • Fluently spoken and written English and Portuguese
