Short Description/ Purpose of Job

(1) Executive Secretary – LINK Project (Maputo)

The Executive Secretary will be the focal point for high-level coordination with the Ministry of Land and Environment (MTA) and other government representatives, ensuring the strategic alignment of the LINK project with national climate adaptation objectives. Its role is to direct the Technical and Quality Team (TQT), ensuring that the project’s results meet the quality standards derived from the Steering Committee’s guidance and the GCF’s objectives. LINK’s SE will facilitate active communication with the Provincial Technical Committees on Climate Change (PTCC) and will secretariat the Climate Reference Group (CCRG), fostering collaborative relationships between the project’s key stakeholders. In this capacity, you will enhance Mozambique’s Adaptive Social Protection framework, leveraging the transformative potential of the Green Climate Fund ‘s US$25 million initiative to improve the lives of 400,000 drought-affected individuals. This role requires a leader skilled in managing government interfaces and driving technical excellence within an impactful climate action project.

Qualifications

  • Bachelor’s level in a relevant field such as international development, environmental sciences or related field.
  • Master’s level will be considered a preferred requirement.

Experience and Skills

Essential

  • At least 5 years’ experience in project management, preferably in the field of climate change adaptation, disaster risk reduction or community development.
  • Proven experience in a management position in a complex, multi-stakeholder environment, preferably in the field of climate change adaptation or social protection.
  • Extensive experience of working with government bodies and managing technical teams in Mozambique.
  • Knowledge of the climate change policy framework and international agreements (e.g. Paris Agreement, UNFCCC (Sendai Framework) is an advantage.
  • Knowledge of the disaster risk reduction policy framework and the EWS4ALL policy based on the Maputo Declaration (2023).
  • Proven management of multicultural teams and experience of working in diverse cultural environments.
  • Solid leadership skills with a track record in managing complex projects or programmes, preferably in the area of climate change adaptation and disaster risk reduction.
  • Deep understanding of climate change adaptation concepts and strategies, preferably with experience of working in the field of climate change adaptation in Mozambique or similar contexts.
  • Excellent written and verbal communication skills, as well as interpersonal skills in English and Portuguese, considering interaction with Mozambican government representatives.
  • Experience in the district planning process, especially in allocating investments for adaptation to meet the specific needs of the most vulnerable groups.

  • Excellent analytical and problem-solving skills, with the ability to adapt to changes in project requirements and priorities.
  • Exceptional negotiation and conflict resolution skills, demonstrating a proven ability to build consensus among diverse stakeholders.
  • Ability to synthesise and analyse information effectively, facilitating clear and informed decision-making.
  • Ability to establish relationships quickly with a wide range of people, both inside and outside the organisation.
  • Strong planning, management and coordination skills, with the ability to organise a substantial workload made up of complex and diverse tasks and responsibilities.
