Short Description/ Purpose of Job

As Field Officer in Disaster Risk Reduction, you report to the Disaster Risk Reduction Expert, and you will closely work the team of experts and officers in other priority areas of the portfolio. 

You are also responsible for supporting the technical quality of the actions on the field concerning the losses and damage and debt-for-climate swap interventions, through a good knowledge of the sector, issues, and a good partnership dynamic – cordial and transparent – focused on achieving development results. 

Major Responsibilities: 

  • Support Intersectoral consultation and collaboration between INGD, District Planning and Infrastructure services, other actors/agencies working on disaster areas at provincial and district levels;
  • Provide technical support to public actors at provincial and district level institutions to integrate governance and mechanisms for reducing and managing losses and damages into your planning and budgeting;
  • Provide technical support to build resilience of communities and landscape regarding risk of losses and damages in districts identified by the intervention;
  • Carry out critical portfolio activities, with the government partners and with the support of a disaster risk reduction specialist, with emphasis on the training of district and local actors in disaster risk reduction, installation of early warning systems based on communities and implementation of priority actions and anticipating to losses and damages;
  • Support women and youth on losses and damages dialogues at local/national/international levels;
  • Collect the appropriate monitoring information and data to feed the M&E (monitoring & evaluation) systems;
  • Facilitate communication and close collaboration between various actors / stakeholders concerned at the local/community level (such as populations/organisations of beneficiaries, technical services, local administrations, providers) 
  • Support to enhance operational and inclusive coordination mechanisms and tools to improve risk management and resilience building;
  • Regularly report the results of control and monitoring missions and visits in order to feed the knowledge management and learning system of the portfolio.
     

Recruitment Description/ Key Accountabilities

Qualifications and Skills

Required qualifications: 
Bachelor’s degree in social sciences, disaster risk management, agriculture, rural development, development studies, or other related field of studies.

Required experience: 

  • At least 2 years of relevant experience in disaster risk management or related field experience; 
  • Knowledge of the Mozambican context on disaster risk reduction; 
  • Experience in working and collaborating with government partner at provincial, and district/ community level; 
  • Experience in capacity building of public agencies and actors on climate risks reductions, disaster prevention, losses and damages, etc.; 
  • Proven experience in project implementation and documentation; 
  • ICT skills in word, excel, power point, communication platforms; 
  • Good analytical, synthesis and communication skills;
  • Good organizational skills;
  • Sense of responsibility and takes initiative; 
  • Familiar with results-based management;
  • Fluent in Portuguese (Advanced) and English (Intermediate)

Desirable experience:

  • Knowledge and/or experience in Early Warning Systems, District Planning and Budgeting and Anticipatory Plans and Actions;
  • Understanding of the relevant literature and frameworks in the climate change, resilience, and disaster risk reduction subsectors (UNFCCC, Sendai Framework,..); 
  • Experience working in a multi-sectorial projects or multi-stakeholder projects;
