PATH is seeking a qualified Finance and Operations Director to lead the anticipated USAID-funded Mozambique Improved Maternal, Newborn, Child Health, and Nutrition (MNCHN) activity.

The Finance and Operations Director will provide support to the Chief of Party (COP) to ensure efficient management of the operational aspects of the project, as well as overall compliance with contractual requirements, policies, USAID regulations, and local law. He/she will be responsible for the overall management of finance, procurement and personnel, facilities and property, and policies and procedures. He/she will supervise the reporting and management of all grants and contracts to ensure best use of resources by preparing sound budgets, monitoring project expenses, and ensuring timely preparation of USAID financial reports. This individual will ensure systems and processes are implemented effectively to support implementation of the award, including ensuring funds expended are compliant with USG regulations and policies, and that fraud and risk mitigation practices are utilized.

Recruitment Description/ Key Accountabilities

Key Responsibilities Include But Are Not Limited To

  • Provide leadership to finance, operations, subaward, and administration aspects of the project including general administrative processes, financial management, sub-award management, accounting, logistics and fleet management.
  • Monitors the use of USG funds and ensure compliance with contractual requirements, USG rules and regulations as well as local laws and regulation.
  • Establishes a sound internal control system for own office as well as sub-grantees with appropriate segregation of duties, cash management and reporting system, procurement financing system, travel reimbursement verification and validation and grant fund management system as applicable.
  • Lead annual budget development process that includes managing the annual work plan, life-of-project and activity budgets, ensuring compliance of program expenditures with approved budgets; and work with staff in developing budgets for technical activities as necessary. Oversees adjustments to annual budgets and sub-budgets as needed throughout the work plan year.
  • Coordinate monthly requests of funds, based on budget and cash flow projections, to ensure the program has all the necessary funds for the operations.
  • Regularly perform comprehensive risk and cost-efficiency analyses to minimize business risks during the award life cycle.
  • Ensure all program staff are trained on USAID Rules and Regulations and compliance for USAID contracts; provide regular training and coaching to staff on donor regulations, grant management systems, financial management, procurement and HR and administrative procedures.
  • Conduct regular performance assessment of staff, including providing technical support and opportunities for development.
  • Ensure timely submission of administrative and financial reports to USAID and PATH HQ as required.
  • Liaise with internal and external auditors to ensure the appropriate audits are conducted and appropriate recommendations followed up and closed.

Required Skills

Required Experience

  • Master’s degree (or higher) in Business Administration, Finance, Accounting, or relevant
  • field, and at least 8 years of demonstrated experience in administrative and financial management of large-scale, complex, international development assistance programs; or a bachelor’s degree with at least 10 years’ experience.
  • Minimum 5 years’ experience leading and managing the financial aspects of USAID projects, including a demonstrated understanding of US Government administration, financial management, and procurement procedures.
  • Strong analytical skills and ability to manage and track large budgets; experienced in financial and compliance reporting and audit management.
  • Mastery of basic office management software (Google, Excel, MS Word, etc.) and knowledge of
  • accounting software.
  • Experience managing donor-funded sub-awards and subcontractors and procurements.
  • Experience in risk management and implementation of internal controls.
  • Demonstrated supervisory experience, including oversight of support and administrative staff.
  • Excellent oral and written communication skills in English and Portuguese.

Desired Experience

  • Strong interpersonal and team-building skills with significant experience building strong host country national teams.
  • Proven ability to work with a wide range of local organizations and people.
  • Public financial management (PFM) experience.

Must have legal authorization to work in Mozambique.
