Short Description/ Purpose of Job

The successful candidate will lead our finance department at a national level in line with SNV’s global and national guidelines and procedures. Ensuring the execution, monitoring and control of all finance-related activities in the country. As well as ensuring that the country’s financial data and reports comply with SNV’s corporate financial guidelines and procedures, donor requirements, (inter)national auditing, accounting and reporting regulations, as well as compliance with applicable national laws and regulations, including taxes.

Job description
Key Responsibilities:

Financial Strategy, responsible for framing the overall financial strategies, policies and procedures for the country context, considering the national context and the (development) plans of the operations/program at national level. Implementing the financial strategy, after approval by the Country Director, and contributing to the development of medium-term national projections and projects from a financial perspective, with the ability to identify and analyze financial opportunities and threats;

Financial Operations, supervising and organizing the financial function in the country and the management of the financial department, in its activities and all other aspects within it. Adhering to the approved plan, budget and relevant procedures in order to achieve the financial objectives of both the donors and SNV. Acting as the country’s focal point on financial matters, with the ability to guide the administration and project managers in a timely and appropriate manner;

Financial Planning and Control, supporting all managers with a budget line in complying with internal and external procedures and regulations and SNV and donor guidelines regarding the financial administration of the country’s operations and projects. Leading the development, consolidation, forecasting and periodic review (including corporate compliance and audits) of the country and project budgets and funds (grant management). Contributing to improving efficiency and implementing measures to minimize the risk of irregularities;

Grant Management, carrying out due diligence for new implementing partners, establishing systems and procedures to frame grant management, developing the capacity of implementing partners in grant management and ensuring monitoring of grant management by implementing partners;

Program planning and control, ensuring that programs have a financial plan and control. Monitoring progress and providing support to project managers so that they have control over their budgets (flagging up timely problems for follow-up, depletion, analysis and booking of cost overruns, etc.) and suggesting actions and providing support to improve the financial performance of projects;

Information management, ensuring regular financial reporting and analysis to provide information on the overall financial situation of the country and projects to internal and external parties (e.g. donors) in order to safeguard financial performance, profitability and estimate financial risks and take action. All in line with the financial guidelines of donors and SNV;
Program development, develop, analyze and refine budgets into proposals within the approved limit, aligned and compliant with corporate guidelines and donor requirements. Evaluate and advise whether funding opportunities (including due diligence and taxes) are in compliance with (government) guidelines and program development policies and procedures;

Team Management, guiding, developing, training and motivating internal and external finance staff in order to realize the department’s objectives.

Qualifications
Key Requirements:

Master’s degree in finance or other relevant field;
Minimum of 15 years’ relevant experience in financial management, the last 6 of which must have been in a financial leadership role (Finance Manager, Finance Director, etc.);
Ability to lead continuous improvement, efficiency and automation of processes;
Ability to formulate strategies that help achieve short- and long-term objectives;
Financial planning, with budget forecasts and controls;
Ability to drive cost reduction initiatives and continuous process improvement ideas;
Demonstrated commitment to integrity and reliability that will strengthen donor confidence;
Knowledge of fiscal principles in Mozambique with a strong understanding of the country’s political, social and economic landscape;
Oral and written proficiency in Portuguese and English.
