Short Description/ Purpose of Job

The Human Resources Officer will provide Human Resources (HR) support to Jhpiego Mozambique for the effective delivery of HR services and functions. This includes advising staff on all HR matters, including benefits administration, recruitment, employee relations, performance appraisal, in accordance with HR policies. The HR Officer will also ensure proper HR record keeping in accordance with Jhpiego policy and labour law.

Responsibilities

  • Assist in the orientation of new employees to ensure their adaptation and integration;
  • Respond to staff queries in a timely manner and advise supervisors on HR policies and best practices in coordination with the HR Manager;
  • Provide support to staff and supervisors in the use of JEMs and other HR systems;
  • Ensure that all staff have their annual performance appraisal and probationary period appraisal approved in their individual file;
  • Draw up the monthly overtime summary and submit it to the HR Manager for validation;
  • Reviewing the payroll monthly and submitting it to the HR Manager for validation;
  • Managing the payment of statutory taxes (IRPS, INSS and IPA), and INSS reimbursements whenever employees submit sick and/or maternity certificates;
  • Providing administrative support to the HR office and ensuring the smooth running of the office;
  • Assisting in the review and renewal of Jhpiego’s medical insurance, and answering workers’ questions about the benefit in a timely manner;
  • Ensuring that individual files are complete when a new employee is hired and that all necessary documentation is kept confidential and secure;
  • Responsible for registering new employees in iCIMS, JEMS and INSS, creating corporate emails and uploading necessary documents;
  • Generate monthly reports on recruitment status of workers and service providers;
  • Support the HR Manager in the recruitment process, including reviewing job descriptions, posting vacancies in the newspaper, screening applications, interview and selection process, checking references and hiring;
  • Assist in drafting HR letters and communications, employment and service contracts, as well as addenda in the event of contractual changes;
  • Assisting in the coordination of staff development and welfare initiatives and all staff events;
  • Undertake other responsibilities as assigned.

Required Qualifications

  • Demonstrated ability to exercise confidentiality and professionalism
  • Degree in Human Resources Management, Law, Business Management or related field;
  • Minimum of 3 years’ experience in the human resources area, preferably in NGOs;
  • Good knowledge of Mozambican labour law;
  • Knowledge of human resources management software;
  • Proficiency in Microsoft Office (Excel, Word and PowerPoint);
  • Verbal and written fluency in Portuguese and English

  • Self-motivated, proactive and have a positive attitude to work that requires minimal supervision.
  • Attention to detail and accuracy in data management, analysis and reporting
  • Ability to communicate effectively, convey confidence.
  • Excellent organisational skills, including the ability to handle a variety of tasks sometimes under pressure.
  • Be co-operative, hard-working, flexible and reliable.
  • Pleasant, outgoing personality.
  • Excellent interpersonal and communication skills.
  • Sense of integrity and confidentiality
  • Be willing to take on extra responsibilities to achieve the goals/objectives set by the organisation.
