SNV is part of a consortium formed to implement the Transformative Land Investment (TLI) project by increasing more socially and environmentally transformative land investment that embraces TLI principles. The initiative is expected to contribute to the 4 components of sustainable food systems by strengthening ecosystem and land health with equitable and gender transformative improvements in food and tenure security, livelihoods and resilience at scale. The main objective of the position is to support the co-development and implementation of the Risk Reward Model (RR-M), the establishment of the Business Transformation Lab (BTL) and Multi-Stakeholder Platform (MSP) in Mozambique and the operationalisation of their services, as well as the coordination of effective linkages between the RR-M, BTLs and MSPs and the recording of lessons learned from their implementation in other countries where the project is implemented.

Recruitment Description/ Key Accountabilities

Qualifications and Skills

  • Supervise and coordinate the implementation of all project activities/components, in collaboration with the Project Manager;
  • Support the design of the various activities of the project components led by SNV, with the support of relevant Thematic Advisors who will provide technical support;
  • Ensure that the project’s results and targets are achieved in accordance with the project’s logical framework;
  • Ensure timely reporting of financial progress and project activities at partner level to the CIFOR Project Management and Coordination Unit and the project steering committee, as appropriate;
  • Support the co-development of the RR-M at project component level, facilitate the piloting, validation and adaptation of the RR-M at project level in-country with LBIs and other stakeholders;
  • Lead the identification of the RR-M host organisation and work with relevant agencies to co-develop approaches and strategies to integrate RR-M into national systems and build their capacity to execute them;
  • Lead the establishment of Multi-Stakeholder Platforms (MSPs) at national level (Mozambique), collect and ensure the sharing of experiences;
  • Facilitate the compilation, consolidation and communication of lessons from RR-M implementation;
  • Work with relevant external and national partners to design and establish BTL and prioritise in the country context its offerings, such as matchmaking, capacity building, business model innovation and partnership development;
  • Build and strengthen the stakeholder base for the project and its relevant structures of public, private and civil society actors in the land sector, and manage commitments with these actors;
  • Work in accordance with SNV standards, agreed consortium approach to project management and donor regulations to achieve high quality project results.

 


Qualifications
Key Requirements:

  • Master’s or Bachelor’s degree in any field of Social Sciences, Agriculture, Development Policy and Planning or Land Governance and Policy;
  • Minimum of 5 years’ experience in land governance and administration, and use of geographic information systems and monitoring tools;
  • Experience in development practice in the Mozambican context and able to engage with political actors, as well as local actors, on national, regional or international land issues;
  • Be well informed about the land sector in Mozambique and issues related to land investments and initiatives at regional level;
  • Must also be well informed about past, present and ongoing initiatives in the land sector and in mitigating the negative impacts of land-based investments, both at national and regional level;
  • Technical skills to analyse and interpret land policy and legislation and be able to make a link with project activities;
  • Skills in gender analysis and gender mainstreaming;
  • Must be a good process facilitator;
  • Must be familiar with international principles and best practices regarding land investments;
  • Must have experience in managing land projects and the ability to facilitate multi-stakeholder discussions;
  • English language proficiency (reading, speaking, writing and comprehension).
