SNV is implementing the BRILHO programme, funded by the UK Foreign, Commonwealth & Development Office (FCDO) and the Swedish International Development Cooperation Agency (Sida). The programme aims to accelerate the off-grid energy market in Mozambique and support the creation of a more enabling business environment.

As part of the implementation of Component 4 – Policy Reform and Institutional Strengthening, the BRILHO programme will support the Energy Regulatory Authority (ARENE) by funding this position. The primary objective is to provide technical assistance on legal matters relevant to operationalising the regulatory framework for off-grid energy.

Recruitment Description/ Key Accountabilities

Qualifications and Skills

Key Responsibilities:

  • Support the compliance analysis of legal documents for mini-grid projects, ensuring alignment with the off-grid regulatory framework and other relevant regulations.
  • Contribute to ensuring compliance with concession agreements and other contracts signed between mini-grid developers and the relevant authorities.
  • Assist in drafting plans, concept notes, policy briefs, proposals, and recommendations to monitor and improve the efficient implementation of the regulatory framework for off-grid energy access, incorporating international best practices to assess their applicability to the national legal framework.
  • Support efforts to promote the regulatory framework for off-grid energy access through events such as community presentations and workshops.
  • Provide clarification on regulatory legal matters to stakeholders.
  • Support coordination and collaboration with national and local bodies on legal aspects of the regulatory framework, including MIREME, MTA, FUNAE, EDM, APIEX, INNOQ, and others.
  • Prepare and submit comprehensive quarterly reports on progress, lessons learned, and recommendations for replication or dissemination.
  • Contribute to the dissemination of lessons learned and best practices to policymakers and other relevant stakeholders, with a focus on legal aspects.
  • Propose quarterly activity plans with an emphasis on legal aspects.
  • Perform any other duties requested by ARENE that are relevant to the off-grid energy sector.

Qualifications

Key Requirements:

  • Bachelor’s or postgraduate degree in Law or equivalent.
  • A minimum of 7 years of experience and/or knowledge in the energy sector.
  • Experience in contracts, regulations, or projects related to renewable energy and off-grid solutions is an advantage.
  • Knowledge of the national strategy, legal framework, and regulations for the energy sector in Mozambique, particularly the off-grid energy sector.
  • Proficiency in Microsoft Office.
  • Strong communication, interpersonal skills, and creativity.
  • Proactive, problem-solver.
  • Fluency in oral and written English and Portuguese.
