SNV is a sub-grantee of the winning consortium led by PSI for USAID’s Small Town Sanitation (STS) opportunity. The STS project works in coordination with municipal leaders and local stakeholders in 10 small towns in the provinces of Cabo Delgado, Nampula and Zambézia. The team will present and test new products, technologies, financing solutions and service delivery models in partnership with the private sector and communities with the aim of co-developing packages of sanitation products, services and plans that can be implemented in small towns in Mozambique beyond the life of the project.

Recruitment Description/ Key Accountabilities

Qualifications and Skills

Key Responsibilities:

Lead the development of improved, gender-sensitive, inclusive and safely managed sanitation plans;
Support increased access to sanitation and advise the government planning process with the aim of achieving safely managed sanitation for all;
Lead the mapping and financial modelling of sanitation; and strengthen the financial viability of sanitation services provided by municipal governments, taking into account the equity and sustainability of the sanitation service;
Support the development of the sanitation services database and data collection processes to monitor and track progress (MIS) of inclusive sanitation plans;
Initiate and/or coordinate the review and evaluation process of consultancy services in order to collect lessons learnt and propose corrective measures.
Provide input and advice to create, improve, monitor and expand safely managed sanitation services;
Provide advice and input to strengthen the organisational and regulatory environment to achieve safely managed sanitation for all in the target cities;
Ensure that the sanitation plans of the programme’s 10 target cities are developed, implemented and monitored in a sustainable manner;
Support and contribute to the proper implementation of all activities related to sanitation governance under the guidance of management.
Qualifications
Key Requirements:

Degree in Sanitation, or related sector area such as Public Health Environmental Sanitation, experience in Sanitary Engineering specifically with working with rural and dispersed communities;
Minimum 5 years of Development experience, including significant field experience in Sanitation projects/Programme Implementation;
Experience working with government partners in the water sector;
The ability to spot challenges, recognise important information and link various data to trace potential causes and search for relevant details;
Fluency in Portuguese and English (reading, speaking, writing and comprehension).
