Short Description/ Purpose of Job
Save the Children is currently implementing a food assistance activity for the development of a five-year project called Okhokelamo ni Solha, aimed at mobilising community participation for improved sustainable food and nutrition security and resilience among extremely poor and chronically vulnerable families and communities in Zambezia.
The main purpose of the Procurement Officer is to ensure that procurement processes are carried out in accordance with the organisation’s established procedures and policies in a speedy manner based on the sourcing pipeline that results from updated procurement plans in order to guarantee strategic purchases in a timely manner, with the required quality. In coordination with the warehouse manager and programme staff, ensuring the transport of purchased goods to their final destination (eligible beneficiaries). In all transactions comply with SCIMOZ’s procurement rules and regulations and the policies and procedures of the finance department, taking into account the principles of transparency, fairness and value for money.

Qualifications
University degree preferably in management, accounting and auditing or business management.
At least 3 years’ proven experience in procurement,
Proficiency in advanced Excel.
Experience and Skills
Essential
Minimum 3 years’ proven experience of working in procurement in a busy working environment, such as UN/NGOs;
Good computer and writing skills, knowledge of Microsoft Office (Excel, Word, PowerPoint, E-mail, Internet and other software);
Ability to manage and interact with suppliers;
Ability to work independently and as part of a team;
Proven organisational skills, including the ability to plan, prioritise and ensure that work is carried out in accordance with established requirements and targets;
Be a motivated and humble person when dealing with suppliers, colleagues and other people who come into contact with SCI;
Act ethically in the performance of their duties;
High sense of responsibility and dedication to the task;
High sense of discretion when dealing with confidential information;
Able to work under pressure and available to work whenever necessary outside normal office hours and the ability to manage many tasks;
Ability to solve problems, with lots of initiative and innovation;
Attentive to detail and excellent at calculations;
Commitment to and understanding of Save the Children’s objectives, values and principles, including rights-based approaches;
Speak and write Portuguese fluently and have a solid knowledge of English.
Desirable
Knowledge of procurement techniques, warehousing and administration;
Experience of working in an emergency response context;
Formal management training.
