Short Description/ Purpose of the Job

The purpose of Procurement Officer is to ensure at provincial level that procurement is done in accordance with Save The Children Procurement Manual, ensuring that procurement is done based on the sourcing pipeline that results from up-to-date procurement plans, (uploaded on AMS), in order to guarantee strategic purchases and that requests reaches the requesters in a timely manner, with the required quality, taking into account the principles of transparency, fairness and value for money.

The Procurement Officer ensures adequate support to the province in purchasing goods & services that respond to the demands of programs efficiently, effectively and in strict compliance with the rules and regulations of Save the Children in Mozambique (SCIMOZ) and donors. as well as handling documents and filing.

Role Dimensions: Save the Children currently operates in 6 districts in Cabo Delgado and covers a large scale IDP response, involving high volume and time bound procurements and construction work. The position is tasked to deliver on logistical requirements for programs in remote district offices, such as Mueda, Palma, Montepuez and Chiure.

Recruitment Description/ Key Accountabilities

KEY AREAS OF ACCOUNTABILITY:

Procurement

  • Receive procurement requests from different departments and follow procurement threshold for each request with a view of ensuring cost effectiveness, timely procurement, and quality of goods/ services are upheld.
  • Responsible for compliant ProSave sourcing processes undertaking.
  • Train suppliers in the requirement of ProSave sourcing / bid submission for complete system utilization.
  • Advise the program on requisition raising through ProSave and provide technical support where needed.
  • Review the procurement requisitions in ProSave against the data in the procurement plans to check and advise the budget holders on variations between submitted requests in ProSave and the procurement plan data.
  • Ensure procurement procedures are carried out in line with Save the Children policy and the Minimum Standards of procurement. & donor specific procurement policies, guidelines and specific requirements are strictly met.
  • Ensure all department requests for each month is consolidated and delivered as per the required delivery timeline providing regular updates, coordination, and communication.
  • Ensure timely sharing of solicitation documents with the suppliers and do efficient follow-up for timely bid return.
  • Timely organization of bid opening and ensure to finalize minutes of the bid committee.

  • Ensure to meeting supply chain reporting requirement on monthly basis on 1st of every month
  • Preparing BI-weekly requisition status tracker from ProSave and share with all relevant budget holders and requesters to update them on their procurement.
  • Responsible for supplier mapping and quarterly market price update to ensure market dynamic is met.
  • Responsible for contract management and supplier performance reviews for managerial decision making.
  • Support in the set up and review of invitation to tenders and review of framework agreements and contract status.
  • Responsible for ProSave data management and advise on contract status for management decision making.
  • Continuous work towards improvement of procurement compliance while ensuring value for money achievement.
  • Undertake any other assignment as delegated or assigned to my the immediate line manager.

QUALIFICATIONS

  • Bachelor of Business administration/ supply chain management/ CIPS

EXPERIENCE AND SKILLS

Essential:

  • Previous experience of managing a similar work.
  • Minimum 2 years proven work experience in pr ocurement within a busy working environment such as UN/ INGOs
  • Speak and write Portuguese fluently and basic knowledge of English.
  • Good computer and writing skills, and knowledge of packages (Excel, Word, PowerPoint, Email, Internet and other software).
  • Capacity in Management and interaction with suppliers.
  • Ability to work independently and as part of a team.
  • Proven organizational skills including skills to plan, set priorities and ensure work is carried out in line with established requirements and targets.
  • Be a self-motivated and humble individual in dealing with suppliers, colleagues and other people who come into contact with SCI.
  • Act ethically in the exercise of the function
  • High sense of responsibility and dedication to the task
  • High sense of discretion in dealing with confidential information
  • Able to work under pressure and available to work whenever necessary outside normal office hours and ability to manage many tasks

    Desirable

     

  • Knowledge of procurement/purchasing, warehouse, and administration techniques.
  • Experience in having worked in emergency response.
