Short Description/ Purpose of Job

1. The Government of Mozambique has received a loan from the Islamic Development Bank (IDB) to finance the Secondary Education Support Project. The aim of the project is to support the Government of Mozambique in increasing access to quality secondary education by building and equipping a secondary school, supplying furniture and equipment, as well as training teachers, in order to meet the challenges and demand related to this sector in Cabo Delgado Province. Making schools more accessible and improving infrastructure conditions is fundamental to increasing girls’ access to and retention in secondary education.

2. Therefore, the Ministry of Education and Human Development

(MINEDH) intends to use part of the funds to hire one (1) technician for the Project Implementation Unit (PIU): a full-time Procurement Specialist.

3.2 PROCUREMENT SPECIALIST

3.2.1 Main responsibilities

Ensure that procurement activities are carried out in accordance with the provisions of the Credit Agreement, IDB policies and processes and the Borrower’s Procurement Regulations;

Establishing a procurement management system for the PIU based on the guidelines and procedures within the framework of IDB-financed projects

and contracts for works, goods and services;

Update the Project Procurement Plan, specifying the service contract packages, the estimated cost of each package, the procurement or selection methods and the deadlines for each package, which will guide annual activities;

Prepare Tender Specifications and Requests for Proposals (RFP) using the IDB’s Standard Tender Specifications and Specific Procurement Methods and Procedures;

Establish and manage a procurement filing system and ensure that all documents related to procurement and contract management are properly filed;

Participate in the Evaluation Committees and take on the role of Committee Secretary, prepare the minutes of the meetings and the IDB’s ‘no objection’ requests with the support of the IDB Coordinator.

Prepare contracts and ensure the timely distribution of all relevant documents relating to procurement and contracts; 

Supporting the staff of the Procurement Department of the MINEDH on procurement policies, methods and procedures of the Islamic Development Bank.

3.2.2 Qualifications

A degree in one of the following areas: Engineering, Business Management, Law, Economics, Public Administration or any other related field;

Professional qualification in public procurement management will be an advantage;

At least ten (10) years’ experience as a Procurement Specialist in a public institution and in projects funded by international or multilateral development organisations (Islamic Development Bank, World Bank, BADEA, African Development Bank or other similar institutions);

Proven experience in carrying out procurement processes using the Islamic Development Bank’s procurement methods and procedures and/or the methods and procedures of other multilateral development organisations;

Knowledge of the Public Procurement System in Mozambique will be considered an advantage;

Knowledge of Portuguese and English; and excellent computer skills.
