Norwegian People’s Aid (NPA) has been in Mozambique since 1984, initially in humanitarian support to Mozambican refugees in Zimbabwe, and drought-stricken populations in Tete province. NPA ran large demining programs from 1993 – 2006, and again from 2012 – 2017. NPA currently works closely with 18 local civil society organizations on issues of land rights, just distribution of natural resources, and the organizing and mobilization of small-scale farmers. In parallel, we work with climate change adaptation and agricultural conservation, to ensure sustainable livelihoods for small-scale farmers. Since 2021, NPA has had a stand-alone emergency Food Security and Livelihood (FSL) programme in Cabo Delgado, as well as an Ammunition Management and Destruction (AMD) programme in Nacala. NPA’s Mozambique main office and the Southern Africa regional office are in Maputo, with a sub-office in Tete and a shared office in Pemba. NPA is now seeking to establish a new humanitarian intervention in northern Mozambique under its Conflict Preparedness and Protection (CPP) programme, which focuses on improving community resilience against armed conflict and empowering individuals to be better prepared and protected in the event of a crisis.

Please note that we offer a two-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.
In this position, your main responsibilities will be:
The Programme Manager (PM) will be responsible for the management and development of NPA Mozambique’s Conflict Preparedness and Protection (CPP) programming in the country, including the design, implementation, and monitoring of training/outreach activities in coordination with project partners and stakeholders. The PM will contribute to the overall development of the country programme, including both the Mine Action Department (MAD) and Development and Humanitarian Cooperation (DHC) programmes.
As the senior NPA staff member in northern Mozambique, the PM is responsible for managing the NPA office in Pemba and maintains close collaboration with programme and support staff based in Maputo. The PM will also represent NPA in humanitarian coordination meetings in northern Mozambique.
CPP Programme Management & Development:
- Directly lead, manage, and oversee the CPP project in Mozambique, and coordinate with and provide support when necessary to other NPA projects in northern Mozambique.
- Develop NPA’s CPP programme in Mozambique, including direct responsibility for the design, development, implementation, and monitoring of CPP activities, in line with donor requirements and based on an in-depth understanding of the local context, needs, gaps, and risks.
- Ensure that projects are based on needs, and are relevant, effective and efficient in maintaining human dignity and alleviating the suffering of people affected by conflict.
- Budget management, including budgeting, monitoring, and reporting in compliance with NPA’s Financial Handbook and donor requirements.
- Support in the development of tools and methodologies to mainstream gender, inclusion, environment, accountability, conflict sensitivity and Do No Harm in NPA programmes and seek advice from focal points and advisors at Head Office.
Operations:
- Manage programme personnel based in Pemba, Cabo Delgado, including performance appraisal and capacity development of staff.
- Carry out risk analysis and conflict analysis and its impact on programme plans with an up-to-date understanding of context.
- Contribute to the overall internal controls of NPA country programmes and ensure the programme adheres to the NPA Anti-Corruption Policy.
- Ensure adequate risk management, including the financial and operational risks and security management perspectives in all programmatic processes in line with the country office Crisis Management Plan and other relevant procedures.
Internal Coordination:
- Be part of the country management team for the NPA Mozambique office, which is responsible for the overall development of the NPA programme.
- Contribute to the development of NPA Mozambique’s country strategy and support the Country Director and management team with relevant context and political analysis, in particular in the sectors in which the programme is active.
- Coordinate with NPA’s DMAD global special advisors to further programme development, as well as the Development and Humanitarian Coordination (DHC) and National Departments to identify synergies and leverage internal capacities to support the effective delivery of the CPP project and address cross-cutting issues.
External Coordination:
- Develop and strengthen the framework of partnership with civil society organizations working on CPP in line with NPA’s policies and strategic objectives.
- Coordinate closely with all relevant stakeholders, including local, provincial, and national authorities, to ensure the effective and timely delivery of project activities.
Resource Mobilization:
- Develop proposals, budgets, and reports in line with NPA standards and donor requirements for approval by NPA Head Office and ensure timely submission.
- Engage with donors, embassies, and other relevant actors to identify and mobilize resources in support of NPA programming.
To be successful in this role you must have:
- Minimum bachelor’s degree in social science/humanities, international development, or similar disciplines.
- Full proficiency in English and Portuguese or Spanish.
- At least five years’ experience as a programme or project manager in an international context, specifically in the context of project start-up.
- Proven experience in designing, organizing, and implementing training, capacity development, and/or awareness-raising activities.
We consider it an advantage if you also have:
- Experience in Disaster Risk Reduction (DRR), Peacebuilding, Humanitarian Assistance and/or Humanitarian Mine Action, in particular Explosive Ordnance Risk Education (EORE) or disarmament programmes.
- Strong understanding of the local context in Mozambique.
- Strong context analysis and programme design competence to ensure relevance and constant adaptation of CPP training to evolving context
- Strong writing skills with a proven track record of producing high-quality reports and proposals.
- Good knowledge of donor regulations, including budgeting and financial management.
In this position, the following personal qualifications are required: Capacity to build a cohesive team and collaborate with others to ensure a good working climate and the achievement of NPA’s objectives. You are a self-motivated, results-oriented leader focused on action and delivery. Also, networking skills with good experience in donor relations and partner coordination is required.
