Short Description/ Purpose of Job

1. The Government of Mozambique has received a loan from the Islamic Development Bank (IDB) to finance the Secondary Education Support Project. The aim of the project is to support the Government of Mozambique in increasing access to quality secondary education by building and equipping a secondary school, supplying furniture and equipment, as well as training teachers, in order to meet the challenges and demand related to this sector in Cabo Delgado Province. Making schools more accessible and improving infrastructure conditions is fundamental to increasing girls’ access to and retention in secondary education.

2. Therefore, the Ministry of Education and Human Development
(MINEDH) intends to use part of the funds to hire 1 (one) technician for the Project Implementation Unit (PIU):

3. Main Responsibilities and Qualifications

3.1 PROJECT COORDINATOR

3.1.1 Main responsibilities

  • Planning, coordinating, monitoring and ensuring the overall management of project implementation;
  • Ensuring that IDB procedures are followed in the procurement of consultancy services, construction work, the supply of school furniture/equipment and other components of the
  • Project;
    Preparing and monitoring disbursement projections to ensure that they are being executed according to plan, and guaranteeing compliance with the
  • Project Execution Schedule;
  • Ensure that tender documents, evaluation reports, progress reports and disbursement requests are prepared in good time;
  • Ensure that MINEDH and the IDB are kept permanently informed about the progress of the project and any obstacles that may impede its progress;
  • Monitor any changes that may be made to the Project and provide justification for them and ensure prior approval from the
    MINEDH and the IDB.

3.1.2 Qualifications
– A degree in one of the following areas: Civil Engineering, Architecture, Planning or related management areas;
– At least fifteen (15) years’ professional experience, including five (5) years in the overall management of projects or programmes of a similar nature to the proposed project, preferably with experience of working with international institutions such as the IDB, BADEA, ADB or the World Bank;
– Advanced knowledge of tendering and evaluation procedures of the IDB, BADEA and the Saudi Fund or other similar international financial institutions;
– Fluency in Portuguese and knowledge of English, both written and spoken;
– Computer literacy, word processing and spreadsheet programmes.
Preferred conditions
– Experience in Construction Management;
– Knowledge of policies, processes and procedures related to IDB projects.
