Short Description/ Purpose of Job

Search is looking for an Officer, Project who will be based in Pemba – Mozambique. This person will be responsible for managing the field-level program implementation and for achievement of the field level outputs through participant mobilization and follow up, engagement with local stakeholders, partners, and engage in activity planning, implementation, and reporting in Mozambique.

Responsibilities

  • Mobilize participants, organize and implement field activities
  • Coordinate closely with local partners by maintaining contact, attending activities, regular reporting, and ensuring that activities are running according to the plan, ensure effective communication with project stakeholders, draft materials for stakeholders (donor/partner/governmental meetings – e.g., agenda, presentations, etc.)


Subaward management:

  • Provide technical review of partner documents; lead communication with partner management;
  • Provide oversight to partner work plan and key deliverables; lead in partner capacity assessment/plan and partner selection
  • Ensure activities are contextually relevant and sensitive to the local context
  • Serve as focal person with stakeholders, maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination
  • Assist in the collection of data and collaborate with the M&E and Communications teams to monitor the quality of activities and gather participant feedback
  • Ensure a safe working environment for all people involved in project implementation and maintain the highest standards of behavior when working with the community
  • Carry out frequent field visits in Cabo Delgado to facilitate and supervise project’s activities
  • Keep Project Manager informed of progress achieved and challenges faced (through regular reports)
  • Ensure implementation of activities as per the work plan and all related documents and logistics are prepared and approved
  • Participate in reflection exercises and monitoring activities with program and M&E staff to analyze findings and contextual updates and adapt programmatic approaches to maximize outreach activities and the overall project’s impact
  • Infuse organizational values into all work
    Other duties that are broadly in line with the above key responsibilities as assigned

  • Remain alert and responsive to any safeguarding risks, acquire relevant knowledge and skills that will enable you to promote strong safeguarding practices, understand the safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding Policy.

Minimum Qualifications, Knowledge, Skills & Abilities

  • University degree or similar qualification from a recognized establishment or equivalent experience
  • At least 6 years of professional experience in a similar position including extensive fieldwork
  • Experience with community mobilization and administrative, organizational, and operational project work
  • Ability to analyze and present information in a clear manner
  • Ability to work independently and demonstrate problem-solving skills
  • Ability to maintain professionalism, creativity and enthusiasm while working in a fast-paced, multi-cultural environment with minimal supervision
  • Knowledge of local media landscape including universities, press clubs, local and national newspapers and media houses
  • Ability to work under pressure and in challenging environments
  • Flexible and adaptable to changing circumstances
  • Proficiency in written and spoken English and Portuguese, knowledge of Swahili an advantage
  • Excellent report writing skills
    Demonstrated interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues

 

Type and Nature of Contacts

  • Routinely coordinates with colleagues and consultants on-site and in the field and resolves problem situations with tact.
  • Represents, as assigned, selected programs or projects and other organizations, including donors, vendors, and international and local partners.
    Interacts with the country office and regional staff.

Working Conditions and Physical Requirements

  • Usual office environment conditions; ability to travel nationally and internationally at least 20%.

Supervisory and Budget Responsibility

  • No staff supervision or budget responsibility foreseen
