DUTIES AND RESPONSIBILITIES
Based in Nampula and reporting directly to the National Programme Manager, the Senior Research, Monitoring and Evaluation Advisor will be responsible for:
Organisational Leadership and Strategy
- Contributing to the development of the strategic plan.
- Leading the assigned sections of the strategic plan.
- Participating in the implementation of the local strategic plan in assigned areas.
- Promoting collaboration between programme units.
- Providing supervisory support at the RM&E unit level.
- Being responsible for the performance and results of the RM&E unit.
Financial and Risk Management
- Contributing to the development of work plans and project budgets that are cost-effective.
- Leading the implementation of the RM&E plan and budget control at the project level.
- Implementing risk reduction plans.
- Ensuring compliance with Ipas’s policies, procedures, and standards at the unit level.
- Contributing to the development or updating of policies, procedures, and standards in assigned areas.
- Ensuring adherence to Ipas quality standards in projects or assigned areas.
Technical or Functional Area
- Contributing to project design, including the development of logical frameworks and RM&E plans for proposals aligned with the national and global strategic plan.
- Supervising the development and implementation of research, monitoring, and evaluation plans for all projects and the programme’s strategic plan.
- Collaborating with other Ipas researchers on study design, protocol development, ethical approvals, staff management, data collection, analysis, and dissemination of results.
- Supervising and ensuring the quality of data collected at health units, service sites, and Ipas-supported interventions for donor reporting and programme decision-making.
- Contributing to and leading the preparation of reports for donors and other project partners, ensuring quality through a thorough RM&E analysis.
- Assisting project leaders in regularly reviewing and analysing data to facilitate programme monitoring and understanding progress, guiding necessary adaptations.
- Supporting and supervising the RM&E team, consultants, and contractors, ensuring strong staff capacity and performance and monitoring project deadlines for Research and Evaluation.
- Collaborating with Ipas global RM&E staff to ensure strong RM&E systems and tools, adhering to Ipas’s M&E standards.
- Leading Ipas’s knowledge-sharing efforts, including internal dissemination of results and lessons, and external sharing through conferences, publications, and other means.
- Implementing and overseeing the monitoring system, including routine data collection, participation in Ipas’s Accountability and Management Group, and supervision of issues related to TERRA.
- Validating data and flagging deviations.
- Representing Ipas in various national and international research and policy forums through presentations and journal publications.
- Working closely with the Global TEX (Programme Evidence) technical support team to develop monitoring tools, implement a new global M&E system (Bridge & Terra), and develop MEL staff capacity in the country.
- Supporting capacity assessment and strengthening of staff, consultants, partners, and external research agencies for monitoring, evaluation, and research surveys for Ipas.
- Conducting regular result-focused project reviews and problem-solving.
- Contributing to thought leadership and innovation, especially in assigned projects.
- Developing and implementing strategies to strengthen the technical capacity of the Research, Monitoring & Evaluation team at the national level to ensure technical quality in supporting project implementation teams.
- Developing, implementing, and managing evaluation and research projects for all donor-funded projects.
- Serving as a liaison between the Ipas Mozambique programme and RM&E staff in other Ipas global nodes, creating opportunities for mutual learning and strengthening based on lessons learned.
Resource Mobilisation
- Leading the preparation of donor reports and external documents.
- Ensuring quality and accuracy.
- Leading or contributing significantly to project design and proposal preparation.
Communication and Representation
- Representing Ipas externally, primarily with suppliers, contractors, consultants, or project implementation partners.
- Finalising and sharing learning and expertise within the Ipas global network and with partners.
- Leading the development or implementation of communication plans regarding RM&E, primarily at the project level.
- Building and maintaining strong partnerships, particularly with stakeholders related to Ipas-implemented projects.
REQUIRED COMPETENCIES AND EXPERIENCE
- Proficient in Microsoft Office Suite, with exceptional skills in excellence.
- Experience with databases and statistical software, preferably Stata, SPSS, and SAS, for inferential statistics.
- Experience with qualitative analysis software (NVivo, or others), presentation software, and bibliographic software (EndNote, ProCite).
- Proven ability to lead and motivate teams and create a positive work environment, including through supportive supervision, strong communication, non-hierarchical leadership approaches, and modelling Ipas’s core values.
- Demonstrated capacity and commitment to good financial management, including strong work planning, budgeting, financial monitoring, and data-based problem-solving skills.
- Proven ability to build positive working relationships with diverse internal teams and external partners.
- Solid knowledge and experience with M&E of GBV and Sexual and Reproductive Health programmes, with special attention to safe abortion.
- Strong commitment to sexual and reproductive health and rights, especially access to abortion and contraception.
- Well organised with the ability to track multiple projects and deadlines.
EDUCATION
- Master’s degree in social sciences, statistics, demography, public health, or a related field.
EXPERIENCE
- Seven (7) or more years of experience in research, monitoring, and evaluation, preferably in GBV and sexual and reproductive health programmes, particularly safe abortion.
- Five (5) or more years of project and research team supervision.
- Three (3) or more years of experience supervising high-level data collection systems and data analysis.
PREFERRED QUALIFICATIONS
- PhD or advanced professional degree in a relevant field preferred.
- Proficient in Microsoft Office Suite, with exceptional skills and PowerBI.
- Experience working with multiple programmes at the national and regional levels and managing mobile data collection projects.
- Practical knowledge of data analysis and statistical software packages.
- Experience with geographic mapping software is an advantage.
- Experience applying research findings to community-based health interventions and others.
- Professional fluency in English (spoken, read, and written).
WORK ENVIRONMENT
- Ability to travel up to 40% domestically (with occasional regional or global travel, if applicable).
