Short Description/ Purpose of Job

The EpiC Mozambique Technical Advisor, Oxygen Ecosystems, is responsible for providing technical and operational guidance to the EpiC/Mozambique medical liquid oxygen (mLOX) project. This position will provide technical assistance and management support in the following four main areas: 1) Provide technical coordination to the in-country EpiC mLOX project team. 2) Support the implementation of surveys, assessments, development of work plans and reports. 3) Work closely with the project team to ensure the quality of procurement, implementation, monitoring and evaluation of activities to strengthen the medical oxygen ecosystem. 4) Collaborate with key stakeholders, including the donor, at global and national level to ensure the smooth implementation of project activities. This position will work closely with the HQ program management team, as well as with the country-level leadership and EpiC’s local partners in the country.

Qualifications and Skills


Responsibilities:
– Under the guidance of the Country Director, oversee the implementation of the mLOX infrastructure and market training activities in Mozambique;
– In collaboration with EpiC’s global Technical Advisor, Oxygen Ecosystems, provide technical leadership in the implementation of EpiC Mozambique’s mLOX project;
– Demonstrate good judgment in the selection of methods, techniques and evaluation criteria for obtaining solutions;
– Ensure that technical implementation is consistent with industry best practice;

– Support the development and review of specifications, quality and quantity of equipment to be purchased to strengthen the oxygen ecosystem in Mozambique;
– Provide technical input to the development of RFIs, RFQs, tenders and other procurement documents, mainly focused on mLOX systems;
– Develop and implement training activities for target staff (biomedical engineers, facility administrative staff, etc.) in collaboration with partners and the Ministry of Health;
– Provide technical leadership and input into the development of the oxygen sustainability plan in line with MOH and donor priorities;
– Support the development or revision of national regulations, strategies and implementation plans to improve the maintenance of oxygen systems;
– Collaborate with public and private, national and international partners on programs and strategies to strengthen biomedical engineering services;
– Provide technical guidance on the implementation of quality management and biosafety systems for medical devices and biomedical equipment, including support for the development of work plans and reports;
– Contribute to the creation of communities of practice and regional networks of biomedical engineering services in order to promote the sharing of good practice and learning;
– Monitor, evaluate and report on progress made in improving access to quality biomedical engineering systems and services in the country, using standardized methodologies and tools, and propose strategies to improve universal access to services;
– Work closely with other members of the EpiC team to ensure that work plans are implemented in a timely and technically sound manner;
– Collaborating with key governments, stakeholders and partners;

Minimum qualifications required
– Master’s degree in public health, biomedical engineering or a degree related to health technology products.
– At least 10 years of relevant experience in leading relevant health programs with a focus on any of medical oxygen, medical supplies, hospital system strengthening.
– At least 5 years of experience working with medical oxygen systems in Mozambique
– Experience in developing guidelines and SOPs for classification and listing of medical devices
– At least 5 years of direct involvement with hospitals in LMICs with a focus on COVID-19 response activities.
– Previous work experience in a non-governmental organization (NGO), government agency or private organization.

Travel requirements:
– 15-20% mainly in-country
