Short Description/ Purpose of the Job

Action contre la Faim has been working in Mozambique between 1991 and 2001, and has resumed its presence in 2019 via local actors ‘strengthening and in 2021 via direct interventions. ACF’s mission in Mozambique, currently focusing on Cabo Delgado province, is in expansion, with ongoing humanitarian and early recovery portfolio. The field team is composed of 105 people, and to grow in coming months. Our assistance currently focuses on the province of Cabo Delgado, with a field office in Pemba, a field office in Mueda and a sub-office in Macomia. The coordination team is currently based in Pemba, with a 2023 mid-term objective to shift it to Maputo, the capital city. 

According to the 2022 Humanitarian Response Plan, 1.5 million people are now in need of humanitarian assistance and protection in Mozambique. Cabo Delgado province, already one of the most vulnerable and poverty-stricken provinces of Mozambique, has been affected since late 2017 by a low-intensity armed conflict, gaining into intensity since 2021 with attacks perpetrated by non-state armed groups (NSAG) against civilians. There are currently 869,603 internally displaced people in Cabo Delgado. 

Action contre la Faim is implementing a Nutrition and Health, Food Security and Livelihoods and Water, Sanitation and Hygiene integrated portfolio in several districts of Cabo Delgado province,. The organization is also one of the Rapid Response Mechanism actors. Mueda Field Office is currently hosting integrated programs in Nutrition and Health (support to health facilities and mobile clinic), WASH (WASH in Health), FSL (food distribution, livelihoods) and MHPSS (Psychological First Aid, Psychosocial Support linked to care practices), with humanitarian and early recovery programming. Programs are led within IDP settlements and at host community level. You will be the direct manager of 4 Project Managers and the indirect manager of a 55 people team.  Mueda is currently under governmental curfew (7pm) – however, the city in itself is calm. Several other international NGO are present in Mueda and you can have a social life (BBQs, going to local bars/restaurants etc.). The Field Office is currently under the process of moving in a new guest house (2 bathrooms for 3 rooms).  There are daily UNHAS flights between Mueda and Pemba, the provincial capital, located on the coast. When workload permits it, and until UNHAS flights are free, you can come spend Friday + weekend or week-end + Monday in Pemba.

Pemba is renowned as being a prime tourist destination for water sport and diving enthusiasts as a coral reef lies close to the shore. If you love fish and seafood (octopus, squid, shrimp, fish, lobster, etc), Pemba will then be your culinary refuge. There are plenty of nice restaurants on the beach where you can it Mozambican dishes or international ones (Italian, French, Indian, Japanese etc.).  At 15 to 30min in car, you will find amazing beaches where to relax and even spend the night (several lodges).  There is currently no curfew in Pemba and very low security restrictions. There are 2 guest-houses, 1 for the CD and visitors, and 1 compound where Action contre la Faim rents 5 GH of 2 bedrooms with individual bathrooms, with a shared swimming-pool.

Recruitment Description/ Key Accountabilities

RESPONSIBILITIES

Under the supervision of the Country Director, your major responsibilities will be to : 

  • Coordinate ACF country strategy implementation at field level in the North base
  • Coordinate the overall program implementation at field level
  • Manage the team through recruitment, training and supervision of all direct reports
  • Facilitate good relationships with the coordination team
  • Represent ACF and liaise with regional authorities, UN, NGOs at field and regional level
  • Ensure reporting and communication
  • Ensure the security and safety of the staff in the area of intervention

REQUESTED PROFILE

You hold a Master’s Degree, ideally in Humanitarian Program Coordination, International Development, International Relations and you have at least 3 years of field experience in operational management of humanitarian programs in a similar role and in emergency contexts.

You have experience in security and safety management in volatile environments and excellent interpersonal, communication and listening skills.

You are passionate about management, and have the ability to support and empower your team.

You have excellent adaptable skill and cultural awareness and are able to work with various nationalities 

You are fluent in English and Portuguese (Italian and Spanish speakers can also be considered for the position)

SPECIFIC CONDITIONS / SALARY

  • 12 fixed term contract under French legislation
  • Monthly gross salary from 2450 to 2800€ upon experience 
  • Monthly per diem and living allowance: 503€ net, field paid
  • Monthly country allowance: 450€  
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens 
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: 100% coverage of health contributions (social security + health insurance) and repatriation insurance
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 € at each RnR period
