Short Description/ Purpose of Job

Construction and rehabilitation are critical components of Save the Children’s portfolio in education, health, WASH and shelter programmes. The Construction Specialist will be the main technical advisor to support cross-sectoral construction programmes in emergency and development programmes, as well as the technical coordinator of all construction works. The jobholder ensures efficient and high quality construction interventions. He/she supports programme teams in the timely development and implementation of construction quality and safeguard benchmarks and also oversees the implementation of construction and rehabilitation, ensuring the application of SCI construction policies, standards and procurement procedures. The Construction Specialist leads the assessment of construction needs in all thematic areas (education, health and nutrition, WASH, child protection, FSL, etc.). Supports programme design and budgeting, identification and staffing and construction related procurement. The incumbent mentors and builds the capacity of construction and project staff.

Qualifications and Skills

Qualifications

  • Master of Engineering or equivalent in Architecture, Planning, Civil or Structural Engineering, Construction, or other relevant area, or equivalent experience in the field.

Experience and Skills

Essential

  • At least 5 years’ experience in a senior technical role in the construction/logistics/etc. sector (coordinator, technical consultant, manager);
  • Proven experience of construction supervision and management/coordination of construction projects, in various locations;
  • Previous work experience with International NGOs, in development or humanitarian contexts, preferably in a construction supervision role;
  • Experience in supervising a technical team of builders and engineers, liaising with a wide range of stakeholders for project implementation and training and capacity building;
  • Strong understanding of public health and WASH issues in the education and health sectors, with attention to the specific needs of women, children and people with physical disabilities;
  • Knowledge of Mozambique’s public works laws, rules and policies in the field of construction;
  • Experience in developing construction projects, including risk mitigation and suitability for children, in both emergency and development contexts;
  • Knowledge of the construction requirements of the Mozambican sectors and UN Habitat approved designs/models;
  • Proven and significant experience in construction procurement and contract management, including the ability to develop strategies to address identified gaps;
  • Proven experience in the execution of construction projects, including management and quality assurance of contractor performance;
  • Knowledge of key institutional donors and their logistics and procurement compliance requirements.

Desirable

  • Experience or knowledge of working in different provinces of Mozambique;
  • Experience in WASH and shelter programmes;
  • Specific experience in project design and management of FCDO, ECHO, BHA, GPE and other major donors;
