Project Overview
The goal of the USAID/BHA Market-Based Approaches for Sustainable Livelihoods in Mozambique’s Cabo Delgado Province Activity is to transition households of IDPs and returnees in Cabo Delgado from food assistance to sustainable livelihoods.

Purpose of Position
Palladium seeks a Grants and Procurement Specialist who will oversee grantees’ administrative requirements and be responsible for managing all aspects of the acquisition of goods and services for the project from requisition to disposition.

Duration: The Activity is projected for 3 years (October 1, 2024, to September 30, 2027)  
Location: Pemba, Mozambique 
Reports to: Director of Finance and Operations (DFO)

Responsibilities

  • Serve as liaison between project staff and contract awardees and grant recipients and refer any disputes or technical issues to the Director of Finance and Operations and Deputy Team Lead.
  • Coordinate with relevant staff, including Deputy Team Lead, to ensure process standardization and compliance with USAID and Palladium policies and procedures.]Work with the Palladium Project Management Unit (PMU) and Contract and Compliance (C&C) team to keep staff informed of any changes and/or updates to the relevant regulations.
  • Maintain audit-ready grant and procurement files and facilitate external audits as required.
    Perform any other tasks as required by the immediate supervisor.

Grants:

  • Work with the Deputy Team Lead to publicize grants solicitations to ensure competitive grant-making process.
  • Manage grant evaluation, award, and post-award monitoring, assessing prospective grantees’ ability to handle grants ahead of award.
  • Support revision/editing of applicant’s proposals and review budget estimates for allowable costs, reasonableness, and consistency.
  • Conduct pre-award risk determination and draft the grant approval documentation.
  • Prepare grant agreements and ensure documentation is complete and recorded.
  • Supervise, support and direct grantees during implementation, focusing on finance, procurement, and compliance.
  • Ensure grantee and project compliance with USAID regulations and any special award conditions.
  • Conduct site visits of grantees, as necessary.
  • Prepare cost and no-cost amendments to grant agreements as necessary.
  • Audit grantees for compliance and escalating grants and procurement irregularities to the Director of Finance and Operations, as necessary.
  • Oversee grant completion and closeout.
  • Track grant fund during implementation on a monthly basis, cumulatively and by grantee.
  • Assist with grants reporting to USAID/BHA.

Procurement:

  • Ensure and perform timely competitive procurements for goods and services required for program implementation in compliance with USAID regulations and Palladium policies and procedure.
  • Work with program staff in development of the requests for proposals (RFPs) and request for quotations (RFQs) for a proper competitive procurement processes.
  • Work with program team members, as needed, to identify potential subcontractors and vendors for publicizing and distributing RFPs and RFQs.
  • Manage procurement evaluation and award, with the procurement process duly documented.
  • Prepare purchase order agreements and other procurement agreements, amendments as necessary, and ensure documentation is complete.
  • Manage awarded agreements and ensure receipt of deliverables and compliant completion as per the agreement terms.
  • Ensure the tracking system for procurement processes and awards up-to-date.
  • Identify potential vendors, develop and maintain a program’s database of potential vendors.
  • Conduct desk research and market analysis for goods and services as need be.
  • Anticipate any difficulties and report any breaches in procurement to the Director of Finance and Operations.

 Requirements

  • Bachelor’s/master’s degree in accounting, business administration, finance, and other relevant fields.
  • Minimum 8 years of work experience in Grants/Co-Ags/Procurement on donor-funded projects, preferably on USAID/BHA projects.
  • Proven ability to work closely with technical staff to develop sub-agreements and grants solicitations.
  • Knowledge of and compliance to Federal Acquisition Regulations, USAID Acquisition Regulations and various types of Grants.
  • Demonstrated experience and skills in budget preparation and analysis.
  • Demonstrated ability to build grantee and project staff capacity for grants management and to monitor their performance.
  • Mozambican nationality or permanent residency required.
  • Fluency in written and oral English required.
  • Portuguese language proficiency is required.
