About MCA – Mozambique
The Government of the Republic of Mozambique has signed a five-year agreement (the “Compact”) with the Millennium Challenge Corporation (MCC) to fund specific programmes aimed at reducing poverty and promoting economic growth. The MCC is an agency of the United States Government that focuses on assisting countries committed to good governance, financial freedom, and investing in people. A responsible entity, the Millennium Challenge Account – Mozambique (MCA – Mozambique), has been established and designated by the Government of the Republic of Mozambique to implement the Compact.

Mozambique Connectivity and Coastal Resilience Compact
The Millennium Challenge Account – Mozambique, in partnership with the Government of the Republic of Mozambique and the Millennium Challenge Corporation of the United States Government, is implementing projects under a $537.5 million Compact that addresses development challenges in the country, with a geographical focus on the Zambezia province. The Compact comprises three projects:

  • The Rural Connectivity and Transport Project (CTR) aims to reduce transport costs in Zambezia province, enhance the resilience of the road network, improve access to social services, and promote women’s mobility.
  • The Agricultural Reform and Investment Promotion Project (PRIA) seeks to boost agricultural investment, productivity, and income for small farmers and other actors within the value chain in Mozambique.
  • The Coastal Livelihoods and Climate Resilience Project (CLCR) targets the degradation of coastal ecosystems, including overfishing, to restore the productivity of these ecosystems.

Grants Specialist

Position Objective
The primary role of the Grants Specialist is to support the MCA Grants Director in ensuring that MCA-Mozambique and its beneficiaries comply with the MCC Grant Programme Guidelines (PGG) and the terms and conditions of the Grant Agreements. This involves assisting in the preparation of documents such as operations manuals, reports, etc.; conducting outreach; and working with beneficiaries, MCA-Mozambique staff, and supporting entities to ensure compliance.

The Grants Specialist helps ensure that all grant transactions are implemented in accordance with the MCC Grant Programme Guidelines (PGG), oversees the compliance of all grant activities and processes, and reports on the progress of these activities. The Grants Specialist serves as a liaison between the Millennium Challenge Corporation (MCC), MCA-Mozambique staff, and the Grant Managers, as well as external entities from various specialised sectors involved in grant activities. The Grants Specialist also facilitates smooth interaction among all elements of the grant process, including the crucial aspect of synchronising the substantive and procedural elements of grant activities.

The Grants Specialist will support grant compliance for both the PRIA project, which includes a grant mechanism activity, and the CLCR, which is a partnership programme — a form of grant programme — implemented by partner organisations. Given the size and complexity of the CLCR Partnership Programme, the MCA Mozambique Grants Specialist must understand the theory and practice of cross-sector and public-private partnerships, including how partnerships differ from traditional grants, why organisations choose to form partnerships, the attributes that define healthy and productive partnerships, and common issues that can impede effective implementation or partnership dynamics and how to resolve them.

Location: This position is based in Maputo.

Salary Range: This position falls under Grade “C” of the MCA-Mozambique Salary Scale.

Qualifications and Skills

Development and Implementation of the Grant Programme

  • Support the MCA Grants Director in all aspects of implementing a Grant Programme, as per the terms of the position description and responsibilities outlined in the PGG.
  • Assist in the preparation or review of the Operations Manual for Compact grant programmes.
  • Under the supervision of the MCA Grants Director, collaborate with Directors and other MCA staff to develop strategies for implementing new grant programmes, identify appropriate grant award procedures, confirm eligibility criteria, coordinate the Grant Requisition Note, and obtain Grant Programme approval within a Grant Schedule (as part of the Procurement Plan).
  • Conduct eligibility checks for applicant entities and proposed grant activities, ensuring they are included in the concept/application evaluation report and the grant dossier.
  • Assist in drafting grant announcements, solicitation documents, and proposals for the total available grant funds prepared by directors or others, to confirm consistency with the approved grant programme, approved grant schedule, and requirements set out in the PGG.
  • Support the timely review, feedback, approval, and payment of grant stages, working closely with MCA technical and project colleagues and beneficiaries.

Outreach and Market Research

  • Assist in outreach activities such as awareness, pre-application, information requests, negotiations, and award seminars, coordinating MCC approval when necessary. Support the MCA Grants Director in approving all written plans developed by the MCA and coordinate MCC approval when needed.
  • Collaborate with relevant directors in market research to identify the type and range of entities whose mission, programmes, or activities align with the MCA and help identify the scope of eligible entities for a specific Grant Programme.
  • Support outreach events to generate interest in grant opportunities.

Grant Management Support

  • Assist the MCA Grants Director in the analysis and approval of grant award documents, including but not limited to clarification requests, amendments to grant announcement documents and RFAs, advisory merit review reports, capacity evaluation reports, grant budget evaluation reports, Selection Committee concept selection reports, Selection Committee grant award reports, grant award agreements, and other relevant reports. Ensure all documents are accurate and signed as required.

Collaboration and Communication

  • With support from relevant MCA staff, ensure that proposed grant budgets do not contain ineligible costs, as defined in the MCC Cost Principles for Subsidiaries of Government.
  • If cost-sharing is required for a specific Grant Programme, assist in preparing the rationale for its determination and ensure it is accounted for in each grant budget proposal.
  • Assist in conducting clarification meetings, as requested, and notifying any unsuccessful applicants.
  • Participate in the negotiation of grant agreement terms as instructed by the Selection Committee.
  • Assist in preparing the Grant Agreements and ensure they are signed by the MCA and the authorised representative of the Beneficiaries.
  • Support the MCA Grants Director in coordinating the oversight of grant consultants.

Required Competencies

Academic Qualifications

  • Bachelor’s degree in one or more relevant fields (business-related field, international development, entrepreneurship, accounting, finance, procurement, etc.).
  • Experience with comprehensive project implementation and management skills.

Technical Skills

  • Minimum of 5 (five) years of proven experience as a Grants Manager or Administrator, or similar role, in the administration of a grant programme, with specialised knowledge in grant lifecycle administration and compliance with policies and procedures.
  • At least 3 (three) years of experience in administration, operations, or management.
  • Strong knowledge of grant lifecycle administration and compliance.
  • Excellent documentation and report-writing skills.
  • Proficiency in budget analysis and financial review.
  • Availability for regular field visits and interaction with various stakeholders.
  • Experience in due diligence when evaluating grant costs to determine the reasonableness of grant requests.
  • Preferably, prior experience in analysing financial statements and conducting capacity assessments of organisations.

Preferred Competencies

  • Preferably, experience in implementing grants funded by international organisations such as the World Bank, MCC, USAID, or UN.
  • Experience working in public-private, cross-sector, and/or multi-stakeholder partnerships. Understanding the theory and practice of cross-sector and public-private partnerships, including how partnerships differ from traditional grants, why organisations opt for partnerships, the attributes that define healthy and productive partnerships, common issues that can impede effective implementation or partnership dynamics, and how to resolve them.

Language and IT Skills

  • Excellent written and verbal communication skills in Portuguese.
  • Proficiency in spoken and written English.
  • Strong IT skills, with proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
