Short Description/ Purpose of Job

Ipas Mozambique is a non-governmental, non-profit organisation that has been operating in Mozambique since 2018, with headquarters in Maputo and provincial offices in Nampula, Zambézia, and Niassa. In partnership with the Ministry of Health, Ipas Mozambique develops activities to promote, improve, and provide Sexual and Reproductive Health services, Comprehensive Safe Abortion Services, Contraception, and Gender-Based Violence (GBV) services. The organisation creates conditions for the provision of quality sexual and reproductive health services by improving service infrastructures, providing equipment, and training healthcare providers and other health stakeholders in service delivery.

As part of the implementation of its activities, Ipas Mozambique intends to immediately recruit and hire one (1) Health Systems Advisor for Zambézia, to lead the implementation of programmatic plans, in partnership and collaboration with partner institutions and local communities, and to provide technical assistance, whenever necessary, to strategic partners, civil society organisations, and the media.

DUTIES AND RESPONSIBILITIES

Based at the Ipas Mozambique office in Zambézia Province, and under the direct supervision of the Provincial Team Leader, the Health Systems Advisor will undertake the following tasks and responsibilities:

  • Lead the health systems team in the Province and ensure support for all areas supported by the organisation to offer comprehensive care in Safe Abortion Services, Contraception, and Gender-Based Violence, among other organisational priorities.
  • Coordinate direct technical assistance to the organisation’s partner sectors.
  • Support the development, strengthening, and management of clinical systems related to Comprehensive Abortion Care, Contraception, and Gender-Based Violence, including better use of information for decision-making, support for providers, and referral systems, as well as liaison with multisectoral mechanism groups for GBV victim care.
  • Participate in the planning and implementation of capacity-building and technical assistance activities for partners on Sexual and Reproductive Health, Comprehensive Abortion Care, and Gender-Based Violence.
  • Ensure the implementation of the annual activity plan, monitoring, and documentation of project activities.
  • Ensure the preparation of periodic activity reports and provide technical support to Ipas partners in the process of periodic activity reporting.
  • Systematically support the monitoring and evaluation team, monitoring the progress of key indicators, ensuring the analysis and interpretation of this data for decision-making.
  • Identify opportunities to document and share technical innovations, lessons learned, and best practices in the health systems field within Mozambique’s context, both within Ipas and with external target audiences.
  • Lead and motivate teams and create a positive work environment while building positive working relationships with various internal teams and implementation partners.
  • Perform other tasks aimed at improving health system outcomes as assigned.

REQUIRED COMPETENCIES AND EXPERIENCE

  • Degree in Health or a relevant Midwifery qualification.
  • At least 5 years of experience in providing reproductive health services, strengthening health systems, contraception, Gender-Based Violence, obstetric emergencies, and the implementation and evaluation of public health programmes in resource-limited settings, with specific knowledge of health training and public health work.
  • Strong knowledge of Sexual and Reproductive Health, Obstetric Emergencies, Gender-Based Violence, and Adolescent and Youth Health.
  • Strong computer skills, particularly in the Microsoft platform (Word and Excel).
  • Fluency in Portuguese and intermediate English.
  • Programme and fund management skills, including strong competencies in work planning, budgeting, financial monitoring, and result-oriented problem-solving.
  • Good interpersonal skills, awareness, and sensitivity in managing multicultural environments.
  • Ability to maintain professional confidentiality and a strong sense of responsibility.
  • Honesty and professional integrity.
  • Availability for travel 40% of the time to districts and nationally as needed.
