Introduction to Pathfinder

Pathfinder International is dedicated to facilitating access and improving the quality of family planning, reproductive health, abortion, and HIV/AIDS care services based in both the community and health facilities. Partnering with host country governments and non-governmental organisations, we train healthcare providers based at health service facilities to enhance the quality and range of their technical and counselling skills. Health facility-based services are improved through the provision of equipment and renovations. We mobilise communities to advocate for service quality and improve access through trained community-based volunteers. Pathfinder strengthens youth access to healthcare by establishing youth-friendly services and training peer educators to promote them. In every project, Pathfinder works with our partners to enhance their management and programme implementation capacity. Across all our programmes, Pathfinder strives to empower women, men, adolescents, and communities to make choices and create environments that support healthy reproductive behaviours.

Programme Overview

The Enhanced Family Planning Initiative (IFPI) is a five-year project to be implemented in Nampula, Sofala, and Zambézia in coordination with N’weti Comunicação para Saúde, Mulher Lei e Desenvolvimento (MULEIDE), Núcleo das Associações Femininas da Zambézia (NAFEZA), Coalizão, and Population Services International (PSI). Its objective is to improve the health of women and children (with a particular focus on Adolescents and Young People), by increasing voluntary use of Family Planning services.

Position Objective

The Monitoring, Evaluation, and Learning (MEL) Coordinator reports to the Provincial Monitoring and Evaluation Specialist and the Provincial Coordinator, with responsibility for implementing the project’s monitoring and evaluation plan and data collection system to assess the project’s overall performance against established goals and objectives. The MEL Coordinator is also responsible for ensuring data preparation for the project’s quarterly and annual “IFPI” reports.

Key Responsibilities

  • Assist in implementing Programme Monitoring, Evaluation, and Learning (MEL) systems for IFPI at the district level according to Pathfinder’s Monitoring and Evaluation standards.
  • Assist in the implementation of data collection tools, deployment of project surveys, and other data gathering tasks.
  • Provide support to implementing partners on Monitoring and Evaluation matters.
  • Ensure proper usage of Family Planning (FP) dashboards and system strengthening.
  • Support the implementation and verification of “nSIMAM” and other applications used by IFPI.
  • Assist with regular data collection from all implementing partners.
  • Provide support to all project coordinators at district level, Project Officers, and Community Partners, in preparing quarterly reports.
  • Manage the production of district data to meet reporting requirements, including quarterly and annual reports, surveys, research, technical reports, presentations, etc.
  • Ensure all data is updated and ready for immediate use in the “IFPI” project database (DHIS2).
  • In collaboration with the team leader and provincial coordinator, identify best practices and help document them for sharing within Pathfinder and with partners.
  • Provide technical assistance to programme teams and partner organisations.
  • Provide technical support to strengthen the Monitoring and Evaluation system at the district level.
  • Provide or support training in Monitoring and Evaluation for IFPI teams and district-level Partners.
  • Analyse data reliability through routine data quality assessments (RDQAs).
  • Support the IFPI team as needed, performing other tasks.

Basic Requirements

  • At least a pre-university degree in Social Sciences, Information Sciences, or related areas or equivalent experience.
  • Minimum of 3 years of experience in Monitoring and Evaluation of Development Projects.
  • Experience in monitoring, evaluating, and reporting on health and reproductive health projects.
  • Experience in monitoring the design and use of data quality assessment tools (RDQAs).
  • Experience in data analysis and reporting.
  • Experience identifying success stories in documenting best practices.
  • Experience using “Commcare.”
  • Familiarity with “DHIS2” as a user.
  • Proficient in using computer packages (MS Word, Excel, PowerPoint).
  • Knowledge and/or experience in database development and management.
  • Excellent verbal and written communication skills.
  • Fluency in spoken and written Portuguese.
  • Motorcycle driving licence.
  • The Monitoring and Evaluation Specialist will be based in the project implementation districts, with frequent supervisory visits to administrative posts and localities.

Qualifications

  • Proficiency in DHIS2.
  • Basic knowledge of statistical software packages.
  • Experience in data collection for surveys or in qualitative research.
  • Experience in database development and management.
  • Intermediate English.
