Short Description/ Purpose of Job

Under the direct supervision of the Project Coordinator and with technical support from other programme staff and the senior MEL specialist of IITA, the MEL Officer will lead and coordinate the design and implementation of programme performance monitoring and evaluation. Likewise, the MEL Officer will assess the adoption of technologies and their results to identify lessons learned, as well as provide feedback to the programme implementation process. The selected candidate will seek synergies with other programme partners to enhance the availability and reliability of data sources. Furthermore, the MEL Officer will need to present periodic reports to the programme and other partners on the measured and projected status of key programme outcome indicators and effects.

Key Duties and Responsibilities:
– Develop programme performance management plans and monitor implementation processes to track milestones and report on programme indicators.
– Design and conduct baseline studies on households to establish a reference database and analyse current levels of crop production, livestock, household income, and market opportunities, etc.
– Design and conduct follow-up surveys on households and the community to assess adoption levels, pathways, constraints, and outcomes at the household level.
– Coordinate and supervise project MEL field agents throughout the data collection process, as well as work closely with MEL teams from partners to ensure effective MEL implementation.
– Actively participate in programme review and planning meetings.
– Work closely with the programme management team and contribute to periodic monitoring and evaluation reports.
– Contribute to the capacity building of scaling partners through on-the-job training as well as structured training workshops.
– Contribute to the dissemination of results to key stakeholders.
– Perform any other duties assigned by the supervisor.


Required Qualifications and Competencies:
– A minimum of a bachelor’s degree in Agricultural Sciences, Economics, Statistics, Mathematics, or Computer Science from a recognised university.
– At least 3 years of experience conducting MEL activities.
– Experience and understanding of data collection and survey methodologies, including survey methodologies and statistical analyses.
– Must have good knowledge and experience with database management applications such as STATA, SPSS, Microsoft Access, and Microsoft Excel.
– Must be able to perform basic analysis and interpretation of socio-economic data.
– Proficiency in both spoken and written English and Portuguese.

Conditions: The contract will be for an initial period of two years, with the possibility of renewal based on performance, the availability of funding and other factors. These vacancies are for nationally recruited staff and lITA offers a nationally competitive remuneration package, paid in local currency.
